One of the three priority areas of this Program is to ensure a new quality of life. To do this, first of all, measures are provided to ensure employment of the population by creating 260 thousand jobs within five years. This is also facilitated by the "Enbek" program, which will cover more than 30 thousand people annually. Also, within the framework of the projects "Zhas kasipker", "Bastau business", 5.5 thousand young people will be trained and employed. Thus, by 2025, the unemployment rate is expected to decrease to 4.5%, youth unemployment-to 2.5%.
Also, in the field of education, the problem of three-shift and adapted schools will continue to be solved, 86 schools for 34 thousand places will be built. It is worth noting that over the past five years, 82 schools have been built in the region, 59 of them – instead of three-shift ones.

Of these, 4 hospitals will be built in Alakol, Balkhash, Ili, Talgar districts, 5 polyclinics, 54 outpatient clinics and medical centers will be built in Zhambyl, Kerbulak, Raiymbek districts and Taldykorgan. Now the wear of buildings of medical institutions in the region is 56%, the planned measures will reduce this figure to 32%. Also, to eliminate the shortage of doctors, 122 graduates of medical universities will be trained in residency in scarce specialties. By the way, the Akim's grant is awarded annually to 260 school graduates.
For the development of mass sports in district centers and large settlements, there are 11 sports and recreation complexes. Last year, 3 sports and recreation complexes were introduced in Karasai, Eskelda and Koksu districts, 2 of which are within the framework of the "Auyl – el Besigi"program. In the next 5 years, 58 new sports facilities will be built, which will increase the average availability of sports infrastructure to 60% per 1000 people.
