Social and political situation in the Almaty region
Representatives of 105 ethnic groups live in the region, 71 ethno-cultural centers, 390 non-governmental organizations, 15 branch trade union associations, 115 mass media, 67 youth associations and 6 regional branches of political parties function.
Local executive bodies of the region constantly monitor possible hotbeds of social tension. For a timely response to possible protests, an operational headquarters has been created to manage the forces and means involved in the protection of public order. Also, the accounts of users of social networks supporting the ideas of the DCK are monitored on a regular basis.
Along with this, the multi-ethnic districts of the region (Enbekshikazakh, Uyghur, Panfilov, ili, Zhambyl, Talgar) are under special control. In order to prevent the emergence of hotbeds of inter-ethnic tension and timely response to emerging situations, an algorithm of actions in such situations has been developed and sent to the regions of the region.
Daily monitoring of social networks is conducted to identify materials that can have a negative impact on the current socio-political situation. Social issues identified during monitoring are sent to the relevant state bodies for decision-making.
For 9 months of 2020, 89 resonant events were identified in the region, as a result, local Executive bodies and the regional akimat took prompt response measures.
According to the Algorithm of Rapid Response and Information, information is prepared daily for higher state bodies.
Since the beginning of 2020 to carry out protest actions all received - 25 statements, (1 – pending, 3 - was not considered in connection with the receipt of the disclaimer, 21 - denied). Of them, to carry out a single picket - 11, for a rally and a peaceful meeting - 10, hunger strikes - 4. Moreover, no unauthorized protest actions were registered.
Reasons: 1) On issues of social support of the state (TSA and housing) for mothers with many children, the requirement for an affordable housing program, the land issue, issues of social security for military pensioners of the region;
2) In relation to the inaction of law enforcement agencies and the Prosecutor's office, the state in relation to corrupt officials, violation of the constitutional rights of citizens, issues of Amnesty for loans.
The problems that concern the residents of the region are under special control of local Executive bodies.
The regional akimat has created a working group to monitor the situation with foreign workers at regional enterprises; the group includes representatives of executive, law enforcement and special bodies.
The work on suppressing various rumors and provocative information was taken under special control. During the reporting period, law enforcement and government agencies identified four facts of dissemination of false information and carried out appropriate work.
In order to study the mood and social well-being of residents, identify latent and deep processes occurring in the region during the reporting period, the staff of the Center for Analysis and Monitoring conducted questionnaires (online, telephone, direct) among the population of the region on 25 different topics.
There is also ongoing explanatory work among the population of the region, the procedure for the period of emergency and quarantine regime.
At the same time, for a timely response to possible protest actions and high-profile events in the region, work has been established on the exchange of information between state bodies.
To date, the socio-political situation in the region is stable, and there are no factors that have or can have a destabilizing effect on the situation. The prosthetic potential does not pose a threat to public safety.
The activities of civil society institutions
In accordance with the data received from the regional department of justice in the region, 1012 non-governmental organizations are registered, of which public associations - 631, public funds - 333, associations of legal entities - 48. Non-governmental organizations of the region organize their activities in various spheres of public life, social protection of the population, education, physical culture, youth policy, protection of children, gender issues, promotion of a healthy lifestyle, protection of citizens' rights and in other socially significant areas.
In 2020, 396 NGOs of the region timely submitted their data to the NGO database for the reporting year 2019.
The main mechanism of development and interaction with NGOs in the region today is the state social order.
According to the sectoral principle, the state social order in the amount of 282.5 million tenge is implemented by 5 regional departments (Department of Internal Policy, Department of Youth Policy, Department of Religious Affairs, Department of Education, Department of Health,) 17 district and 3 city departments of internal policy, as well as in a number of areas departments of employment and social programs.
In 2020, as of July 1, 93 lots will be sold through the state social order on a sectoral basis.
Since 2018, within the framework of the state social order of the Department of Internal Policy of the Almaty Region acts Consulting Center of NGOs of Almaty region.
In order to present ideas and projects of non-profit organizations, support of civil initiatives in solving social and socially significant problems by the Consulting Center annually held "Yarmarkasotsialnykhidey i proyektov" for a total of 10 million tenge.
In order to interact with NGOs in the region, there are more than 40 Dialogue platforms in the form of advice and forums.
The most significant are the Civic Forum and Councils for Interaction with Non-Governmental Organizations under the akimats.
Information policy
Following the results of 9 months of 2020 in the Almaty region112 media outlets were registered in the region, of which 57 newspapers, 24 magazines, 19 online publications, 6 cable operators, 2 news agencies, 2 TVs, 2 radio stations.
In order to implement the state information order, contracts were concluded with the republican mass media, among which there are information portals "Zakon", "Nur", "Tengrinews", "365", "Informburo", republican TV channels "Khabar 24", "Eurasia", "STV", "Kazakhstan", "31 channel", newspapers "EgemenKazakstan", "Kazakhstanskaya Pravda", "Vremya"and others.
In the Almaty region, information and explanatory work continues among the population and business entities to comply with measures for the prevention of coronavirus infection. In order to disseminate information from official sources, publications, posts, photos and videos related to quarantine measures with broad coverage of violations in the media and Internet resources, a number of works are being carried out.
In the regional newspapers "Zhetisu", "OgniAlatau", as well as in regional and city print media under the headings "Densaulyk - zorbilyk", "UaqytTalaby", "Covid-19", "Indet", "Zdarovye", "Nazar" posted more than 672 articles: “Beregitesebya I svoikhblizkikh”, “Danienidursilkitken”, “Tempyrasprostroneniya Covid-19 snizhayutsya”, “Zhadaizhausarypkeledi” and others.
On the air of the regional TV channel "Zhetysu" 5 videos are broadcast, 210 stories were released. On weekdays, the program "Today" is broadcasted live in the Kazakh and Russian languages, which informs about the current situation in the region, including the coronavirus infection. The “Konsultatsiyavracha” program is broadcasted live weekly. There are 80 banners in the cities and districts of the region,as a sign of respect and gratitude to the work of medical workers, struggling with coronavirus infection, developed and posted 4 banner: "My blagodarnyvracham", "Mynalgyssizderge, aқkhalattyabzalzhandar", "Beibitkunninbatyrlary - aқkhalattyabzalzhandar",on the LED-screen broadcast video "Tysachablagodarnosteyvracham!".
On the official websites of regional print media, regional newspapers, social networks "Instagram", "Facebook", "VKontakte" posted - 800 official information: including cheat sheets and infographics on how to protect against coronavirus.
To questions coming to coronavirus.kz website and critical reviews on social networks, immediate responses are given and advocacy materials are posted.
Over the past period, 108 briefings were held with the participation of 165 speakers. According to the monitoring carried out within the framework of the covered topic on the prevention of viral infection Covid-19, 6,000 media materials were posted on the pages of regional public pages and on the accounts of residents of the region. On one of the city high-rises in support of the heroes of our time, who are at the forefront in the fight against coronavirus, the creative association "Taldy-Parizh" painted graffiti.
In accordance with the media plan for information support of events for the organization and implementation of the state program «Dorozhnoykartyzanyatosti 2020» in regional newspapers "Zhetysu", "OgniAlatau", on the pages of district and city publications, on their official websites using the logo «Dorozhnoykartyzanyatosti 2020» under the headings «Otechestvennoyeproizvodstvo», «Dykhaniyegoroda», «Zanyatost'», «Stroitel'stvo» 350 articles have been published in the following areas: overhaul of roads, reconstruction of social facilities, improvement of courtyards of multi-storey buildings, construction of medical outpatient clinics, feldsher-obstetric points in rural areas.
76 banners are placed in all districts and cities of the region.
The regional TV channel "Zhetysu" broadcasts videos, 68 stories and reports on the most important infrastructure projects were released, implemented as part of the employment roadmap. One of these works, implemented within the program «Dorozhnoykartyzanyatosti 2020» - overhaul of the House of Culture, built over 40 years ago in the village of Bereke, Balkhash district. 26 people are involved in the construction of the cultural center. According to the akim of the rural district Murat Tuimebayev, 11 residents of the rural district were recruited through the employment center. To date, 55% of construction work has been completed.

On June 26 this year, in honor of the Day of Communication and Information Workers, an online congratulatory event was organized for representatives of district, regional and national media, bloggers, veterans of journalism. For the successful implementation of the state information policy, representatives of the media were awarded special congratulations from the Minister of Information and Social Development and certificates of honor of the regional akim, badges "Honorary journalist of Kazakhstan", member of the Union of Journalists of the Republic of Kazakhstan, medal "Khalyk alkysy".
The region provides wide information support to the Address of the President of the Republic of Kazakhstan K. Tokayev to the people of Kazakhstan from September 1, 2020 «Kazakhstan v novoyreal'nosti: vremyadeystviy».
A pool of speakers has been created in the amount of 116 people, which included the deputies of the maslikhat, opinion leaders, journalists and representatives of non-governmental sector, education, medicine and the trade unions, employers, youth and others.
On September 1 of this year, in the intercom mode, an asset of the region was held with the participation of akims of districts and cities of the region, heads of regional departments, deputies, members of the public. On the asset chaired by the regional akim A. Batalov the priority tasks for the implementation of the Address of the Head of State were discussed. Brochures with the text of the message in the state and Russian languages have been prepared. A media plan for information support of events was developed and approved.
In the regional print media "Zhetysu", "Lights of Alatau", regional, city newspapers and on their official websites with a special logo under the headings “Zholdau - zhasampazdykzholy”, “Zholdaugaқoldau”, “President”, «Pryamayasvyaz'», «ZastrokoyPoslaniyaPrezidenta», the texts of the message in the state and Russian languages, responses of the region's population, 104 articles were published.
In the region in this direction there are 130 visual agitation means, including 110 billboards, 10 panels, 10 hanging devices, infographics are placed on 12 LED-screens of the region.
On the official websites of state bodies of the region, akims and akimats of districts, cities, heads of regional departments and social networks "Instagram", "Facebook", "VKontakte" posted infographics, a total of 295 information published.

Planning of work in sphere of internal policy
In order to coordinate the activities of state bodies and achieve ideological and political unity of the events held for each specific event of socio-political significance, for state and national holidays, action plans are developed and implemented.

The internal policy management plan for 2020 has been developed and approved.
In order to clarify the main provisions of the Address of the President of the Republic of Kazakhstan K. Tokayev "Constructive public dialogue - the basis of stability and prosperity", regional, district and city network schedules have been developed.
Taking into account the tasks of the President's Address, an “event series” and a plan of priority areas have been developed and are being implemented.
On the execution of the higher action plans, daily, weekly, quarterly information was sent to the Administration of the President of the Republic of Kazakhstan.

In the region, regional action plans have been developed and approved to celebrate the International Women's Day on March 8, the Nauryz holiday.
In accordance with the republican plan of measures for organizing and holding the 30th anniversary of Independence of the Republic of Kazakhstan, the 25th anniversary of the Constitution of the Republic of Kazakhstan, the 75th anniversary of Victory in the Great Patriotic War, the celebration of Defender of the Fatherland Day and Victory Day in the Great Patriotic War, Astana Day of the Republic of Kazakhstan, 80- the anniversary of the First President of the Republic of Kazakhstan from March 16 in connection with the emergency situation in the Republic of Kazakhstan, the planned events in the region are held in online formats. On social networks, online greetings, concerts, contests, trainings and webinars are organized and others.

The measures taken in the districts and cities of the region have a positive effect on the overwhelming majority of the region's population, and also contribute to increasing public confidence in the authorities.
Analysis and monitoring in the field of domestic policy
Analytical support of the activities of the internal policy department is carried out by the CGA "Center for Analysis and Forecasting".
As part of the Center's activities, sociological research, mass polls, Internet polls, focus groups, expert discussions are conducted to identify latent processes, causes and factors causing social and political tension, with the development of practical recommendations for use in planning current activities.
Since the beginning of the year, the Center for Analysis and Forecasting has developed social research questions on 26 topics and prepared reports on digital, online, telephone surveys and in-depth interviews, covering a total of 6392 respondents.

In order to maintain communication with the population in the region, an active group has been created for rapid response through the WHAT'S APP messenger.
District, city akimats provide weekly information on the socio-political situation in the regions in order to prevent and identify hotbeds of social tension.
Work continues to promote positive material to form a positive public opinion for the implementation of government programs. Every day, positive materials are published on all social networks.
The key areas of work for the reporting period were the following topics: Head of State; Message; State Measures; Alternative content, etc.
From September 10 to September 17, 2020, a total of 444 positive posts were published. Product distribution was done manually in more than 40 popular communities and groups (Facebook / Instagram). The average audience reach was 1 million 687 thousand users. Based on the results of the monitoring of social networks (Facebook, Instagram, Vk), on the Youtube channel, Internet resources for the publication of materials regarding the Almaty region, for 8 months of 2020, a total of 11696 materials were identified, including 4864 (41.5%) - of a negative nature.
Based on the results of monitoring social networks, the most active groups and their content are identified, and the audience's reaction to "news stories" is studied.
In Almaty region, the most popular groups are «Taldykorganets» (Instagram - 190 thousand, VKontakte - 130 thousand, Facebook - 24,549 subscribers), Kris_p_tdk (70.7 thousand), Kaskelen.kz (Instagram - 31.4 thousand), “ Kris_p_talgar ”(Instagram - 80 thousand),“ Kris_p_issyk ”(Instagramm - 16 thousand),“ baiserke_news ”(Instagram - 7 thousand),“ zhetygen_info ”(Instagram - 12.3 thousand) and so on.
During the reporting period, the largest number of negative materials was identified in the housing sector (problems with electricity / energy, water, waste, etc.) - 1961 (40.3%). The list of problems in the housing and communal services sector of the reporting period was: unsatisfactory state of the infrastructure; quality and supply, and in some places lack of water supply; systematic power outages; unauthorized garbage dumps, etc. Often, publications are one-off, more often biased, personal, etc.
Since the announcement of the quarantine in connection with the coronavirus pandemic, negative publications began to appear on social networks, related to coronavirus, in total, 726 (14.9%) were detected during the reporting period. Resonant began publication during the closure of roads checkpoints, in particular, this has created a certain problem for the movement of farmers, farms during planting. After resolving this issue, the situation among farmers has stabilized.
Then, on the scale of troubling problems, there are problems in the field of roads, transport, in total 687 (14.1%) were identified. The grounds for complaints from the population were: lack of road signs, including pedestrian crossing, widespread destruction of the hard surface of highways; low qualification of driver's personnel in the public transport segment.
During the reporting period, publications related to the city of Taldykorgan were most revealed - 1406 (28.9%), Talgar - 543 (11.1%), Karasai - 515 (10.5%), Enbekshikazakh - 369 (7.5%), Ili - 298 (6.12%), etc.
At the same time, the uneven coverage of monitoring is due to the fact that users of social networks are mainly, residents of densely populated regions (Taldykorgan) and suburbs of Almaty (Talgarsky, Karasaysky, Enbekshikazakhsky, Iliysky, the city of Kapshagai, etc.). In areas not covered by the monitoring, there are also similar problems.

For 2020, the staffing limit for the internal policy department is 15 people. Of them: head - 1, deputy heads of the department - 2; heads of departments - 5, chief specialists - 6, leading specialist - 1.
All specialists have higher education, including 1 Doctor of Philosophy (PhD), 1 Candidate of Pedagogical Sciences, have two or more higher educations - 5 people. The average age of employees is 40 years, men - 3, women - 11. Working in the department for more than 3 years - 11 employees.
In 2020, according to the plan for the promotion and retraining of civil servants, there was an increase of –4.
