General provisions
1.municipal public institution" Centre for analysis and forecasting, "public institution" Department of internal policy of Almaty region " (hereinafter KSU) is a nonprofit organization with the status of a legal entity established in the legal form of the institution in accordance with the legislation of the Republic of Kazakhstan.
KSU studies and analyzes internal political processes in the region and trends in their development. KSU interacts with research institutes, analytical centers, educational institutions, public associations, political parties, mass media and other organizations, individuals in order to study the socio-political and socio-economic situation in the region.
Type of state institution-municipal.
3. KSU carries out its activities in accordance with the Constitution, laws of the Republic of Kazakhstan, acts of the President, Government, Prime Minister of the Republic of Kazakhstan, other regulatory legal acts and this Regulation.
4. the founder of KSU is the akimat of Almaty region (hereinafter-the founder).
The constituent documents are the act of its creation and the present regulations.
5. the authorized body of the KSU is the state institution " Department of internal policy of the Almaty region "(hereinafter-the authorized body).
The functions of the subject of communal property rights in relation to the KSU are performed by the akimat of the Almaty region.
6. KSU is financed from the local budget, is a non-profit organization that has the status of a legal entity, has an annual plan for financing expenses, and has a staff schedule approved in accordance with the established procedure.
Full name of KSU:
1) municipal state institution "center for analysis and forecasting" of the state institution " Department of internal policy of the Almaty region";;
2) in Russian: Municipal state institution "center for analysis and forecasting" of the state institution "Department of internal policy of the Almaty region".

9. relations between the KSU and the authorized body, as well as the authorized body for state property, the administration of the KSU and its labor collective are regulated in accordance with the current legislation of the Republic of Kazakhstan.
Legal status of KSU
KSU is considered established from the moment of state registration and acquires the rights of a legal entity.
KSU has an independent balance sheet, Bank accounts in accordance with the legislation of the Republic of Kazakhstan, forms with the image of The state emblem of the Republic of Kazakhstan and the name of the KSU, seals.
12. KSU cannot create or act as a founder (participant) of another legal entity.
13.civil transactions of KSU come into force after mandatory registration in the territorial divisions of the Treasury of the Ministry of Finance of the Republic of Kazakhstan.
Subject of activity, goals and functions of KSU
14. the main subject of KSU activity is the study and analysis of socio-economic and socio-political processes in the region and trends in their development.
15. the purpose of KSU activities is to interact with research institutes, centers, educational institutions, public associations, political parties, mass media and other organizations, individuals in order to study the socio-political and socio-economic situation in the region.
Main tasks of KSU:
1) study, analysis and forecasting of socio-economic and socio-political processes, introduction of modern methods and technologies, provision of organizational and consulting services;
2) analysis of the state of political institutions, interethnic and interfaith relations, and issues of countering religious extremism and terrorism;
3) improving the system quality and practical orientation of information and analytical, forecasting, socio-political and social work;
4) conduct social, economic, political and other research with practical recommendations;
5) providing methodological assistance to local Executive bodies;
6) development and organization of training seminars, trainings, practical classes;
7) conducting expert discussions, meetings, hearings, conferences, round tables, forums and other events in the main areas of its activities;
8) interaction with the media, holding press conferences, briefings and other events;
9) providing educational, Advisory, technical and informational support using methods that do not contradict the legislation of the Republic of Kazakhstan;
10) study of the state of development, expertise and diagnostics of organizations and local communities, development of recommendations for their further development;
11) participation in public, political and other mass events organized by other organizations, state bodies, public, foreign and other organizations;
12) production of information and analytical printed and electronic publications, brochures, booklets and other products;
13) Preparation and presentation of official analytical information in the mass media on the most important socio-political events in the region;
17. in accordance with the assigned tasks, the KSU performs the following functions::
1) development of long-term and current plans;
2) preparation of analytical documents and recommendations based on the conducted research, preparation of analytical references and reports;
3) preparation of analytical and reference materials in various areas for local Executive bodies;
4) preparation of information and analytical materials for mass media;
5) preparation of methodological recommendations and materials for local Executive bodies;
6) conducting trainings, training seminars and other events;
7) making inquiries with local Executive bodies, including law enforcement and special agencies, non-governmental organizations, individuals, and maintaining correspondence within their competence;
18. in order to carry out the main tasks and perform the functions assigned to it, the KSU has the right, within its competence:
1) provide access to all state institutions of the region within the framework of their functional duties;;;
2) to take part to the head of KSU in meetings of the regional akimat and akimats of districts and cities of the region and operational meetings;;
3) creation on the basis of KSU of the regional working groups, including staff of Department of internal policy and other stakeholders;
4) to initiate the establishment of a regional platform KSU for discussion of socially significant events, policy documents and other actions involving representatives of state bodies, public and media.
19.the head of the KSU is obliged to counteract corruption and is personally responsible for compliance with the legislation of the Republic of Kazakhstan on combating corruption.
20. KSU is not entitled to carry out activities, as well as to make any transactions that do not meet the goals of its activities that are not stipulated in this regulation.
21. actions of the head of the KSU aimed at carrying out non-competitive activities are a violation of labor obligations and entail the application of disciplinary and material liability measures.
22. implementation of other activities that do not contradict the current legislation of the Republic of Kazakhstan.
KSU management
23. the General management of the KSU is carried out by the authorized body.
24. authorized body in accordance with the procedure established by law
Performs the following functions in accordance with the procedure of the Republic of Kazakhstan::
1) make proposals to the authorized body for state property on securing property in the KSU;
2) approve the individual plan of financing of KSU;
3) carries out control over safety of property of KSU;
4) defines the structure, formation procedure and term of office;
KSU management bodies, KSU decision-making procedure;
5) determines the rights, duties and responsibilities of the head of the KSU, the grounds for his dismissal from his post;
6) approves the structure, job descriptions and staffing of the KSU;
7) Department of analysis and monitoring control is a subdivision of the authorized body exercising control over the activities and operations of KSU.;
8) upon presentation by the head of KSU appoints and dismisses his deputies and heads of departments with mandatory coordination with the management control and the division of the authorized body exercising control over the activities and operation of the KGU;;;
9) approves the annual financial statements;
10)gives consent to the authorized body for the provision of public services;
Property for the withdrawal or redistribution of property transferred to the KSU or acquired by it as a result of its own economic activities;
11) performs other functions stipulated by the legislation

25.the head of the KSU is appointed and dismissed by the authorized body.
26. the head of the KSU organizes and directs the work of a municipal state institution, reports directly to the authorized body and is personally responsible for performing the tasks assigned to the KSU and performing its functions.
The head of the KSU decides on the issues of KSU activities in accordance with its competence established by the rules and legislation of the Republic of Kazakhstan.
28. when carrying out the activities of the KSU, the head in accordance with the procedure established by the legislation of the Republic of Kazakhstan:
1) acts without a power of attorney and acts on behalf of the KSU;
2) represents the interests of KSU in local Executive bodies and other organizations;;
3) sign contracts and issue power of attorney;
4) approve the procedure and plans for business trips, training of employees in other types of professional development of employees in Kazakhstan and foreign scientific and educational organizations;;
5) opens Bank accounts;
6) issue orders and give instructions that are mandatory for all employees;
7) on a mandatory basis, in agreement with the authorized body, accepts and dismisses employees of the KSU;;
8) in accordance with the procedure established by the legislation of the Republic of Kazakhstan, apply incentive measures and impose disciplinary penalties on KSU employees.
9) determine the job descriptions of their deputies and employees of the KSU;;
10) performs other functions assigned to it by the legislation of the Republic of Kazakhstan, this Regulation and the authorized body.
Procedure for formation of KSU property
KSU property assets of a legal entity, the value of which is reflected on its balance sheet:
KSU property:
1) he is the owner;
2) is carried out at the expense of other sources not prohibited by the legislation of the Republic of Kazakhstan.
30. KSU has no right to independently alienate or otherwise dispose of the property assigned to it and property acquired at the expense of funds issued to it under the financing plan, unless otherwise established by law.
31. KSU activities are financed from the regional budget.
32. KSU maintains accounting records and reports in accordance with the legislation of the Republic of Kazakhstan.
33. the audit and verification of the financial and economic activities of the KSU is carried out by the authorized body in accordance with the legislation of the Republic of Kazakhstan.
KSU operating mode
34. the working hours of the KSU are established by the internal labor regulations and should not contradict the norms of the labor legislation of the Republic of Kazakhstan.
