Department of civil integration, analysis and monitoring of the socio-political situation
On the socio-political situation in Almaty region
The Department of internal policy implements the state policy aimed at ensuring statehood and unity of the people, strengthening socio-political stability, formation of civic activity and social positive attitude of the population of the region, support and development of civil society institutions, strengthening the competitiveness of the information sphere of the region, strengthening interethnic and interfaith relations in the region.
Representatives of 105 nationalities and nationalities live in the region, there are 68 ethno-cultural centers, 462 active non-governmental organizations, 10 public associations of the "Union of Veterans" of Almaty region, 15 branch trade union organizations, 70 youth associations, 5 regional branches of political parties.
Systematic work is being carried out to preserve socio-political stability, identify hotbeds of social tension. The map of hotbeds of social tension is updated monthly.
In order to implement the law of the Republic of Kazakhstan dated May 25, 2020" on the procedure for organizing and holding peaceful assemblies in the Republic of Kazakhstan", 22 specialized places for holding peaceful assemblies and 20 directions for holding peaceful processions and demonstrations were established in the region (20 districts and cities).
Since the beginning of the year, the akimats of Taldykorgan, Aksu, Zhambyl, Kerbulak,Panfilov, and Talgar districts have received 10 notifications about holding peaceful rallies and pickets, and 6 online petitions have been published.
From January 7 to January 10 of this year, employees of the Department organized the work of the operational headquarters.
For reference: from January 3 to 5, activists and residents of the region organized actions and rallies in support of Zhanaozen residents, which resulted in mass riots and hooliganism, causing material damage to administrative buildings, small and medium-sized businesses. From January 5 to January 19 this year, in accordance with the decree of the president of the Republic of Kazakhstan No. 727, a state of emergency was introduced on the territory of the region, and until January 26, the red level of terrorist threat remained.
The analytical work of the internal policy department is provided by the KSU "center for analysis and forecasting". "The Center ""analysis and forecasting "" implements round-the-clock decisions such as crisis or emergency management, daily operational analysis, analysis and forecasting of socio-political situation and socio-economic development of Almaty region, sociological and internet surveys, Organization of focus group discussions, expert discussions to identify hidden processes, adoption of causes and factors that cause social and political tension."
According to the annual plan, the Center for analysis and forecasting conducted 3 sociological studies during the reporting period:
- Online survey " threats and fears of residents of Almaty region – - 40 respondents;
- Digital survey "social optimism".
-Monitoring of the socio-political situation in Almaty region for the 1st quarter of 2022 (quantitative sociological survey).
In total, more than 2020 respondents participated in the above-mentioned studies. In the course of the study, survey methods were used, as well as face-to-face interviews.
Taking into account the need to strengthen the role of public councils as the main channel of communication between society and the government, representatives of all structures of civil society, including political parties, civil activists, were involved in the formation of a new composition of public councils.
The composition of the public council was updated by 81.1% (NGOs-17, self – nominated-9, Party representatives – 2, representatives of ethno – cultural centers – 2, Trade Unions – 2) representatives of state bodies – 7 (18.9%), by gender composition: women – 12, men – 25, by age: up to 35 years – 2 people (5.4%), from 35 to 60 years – 16 people (43.2%), over 60 years – 19 people (51.4%).
On March 12 this year, under the chairmanship of Deputy akim of the region B. Baizhumanov, a meeting was held on the organization of the information Response Task Force with the participation of deputy mayors of districts and cities, heads of internal policy departments, press secretaries. At the end of the meeting, the akimats of districts and cities were given protocol instructions to improve the algorithm of Information response in the event of a crisis situation in the socio-political and socio-economic spheres of the region.
From March 31 to April 1 this year, JSC "Institute of Economic Research" together with the United Nations Development Program organized a seminar on the localization of Sustainable Development Goals at the local level within the framework of the implementation of the Sustainable Development Goals in the Republic of Kazakhstan.
The promotion and use of state symbols is under constant control. 13 state flagpoles have been installed in the region. In honor of the 30th anniversary of the state symbols of the Republic of Kazakhstan, the regional action plan has been approved and patriotic events are planned to be held.
Since the beginning of the year, elections of mayors of 7 rural districts have been held in Alakol, Enbekshikazakh, Zhambyl, Kerbulak, Koksu, and Talgar districts. Observers of the branch of the Republican public Association" Center for nonpartisan control " in Almaty region took part in the elections of rural mayors at all polling stations.
2. Department for the development of interethnic relations - Secretariat of the assembly of people of Kazakhstan
In the first quarter, KSU "Kogamdyk kelisim" organized 40 events, covering 3,357 people.
On February 16, in the building of the KSU "Kogamdyk kelisim" in Taldykorgan, head of the Department of internal policy of Almaty region B. B. Kerimbek met with the heads of structural divisions of the APK of the region. The purpose of the meeting is to improve the quality of further joint activities of KSU "Kogamdyk kelisim" with the heads of councils of public consent, councils of mothers and ethno – cultural associations.
On February 21, in the conference hall of Taldykorgan higher medical college, KSU "Kogamdyk kelisim" organized a meeting with students of the Council of Mothers of the APK within the framework of the project "kyz tarbasy - ult tarbasy". The purpose of the event: to give special importance to the upbringing of modern girls and the upbringing of girls – to educate the nation. It was decided to create a club "Young mediator" at Taldykorgan higher medical college.
On March 1, at 11.00, Karatal district, Bastobe village, on the bastobe Ridge, near the monument "Kazak Halyk MYN algys", dedicated to the day of gratitude " Big Country – Big Family! within the framework of the project "Thank you", a solemn rally was held. Akim of Karatal District E. Isabekov, deputy Akim A. Bashbayev, head of the Regional Department of internal policy B. Kerimbek, chairmen of ethno-cultural associations took part in the event, and flower baskets were laid at the monument in a solemn atmosphere.
On March 8-International Women's day, a forum was held with representatives of the regional APK structures. The event continued with a concert program and letters of thanks and awarding of active women of all APK structures.
"On March 14 - "" day of see-through"", a meeting was held in the shanyrak of a member of the APK and chairman of the Council of public consent O. Zhakiyanov, organized by the regional assembly of people of Kazakhstan and the branch of the Republican public association ""assembly zhastary""." During 61 years of work, including 53 years in the civil service, books, historical facts, photo documents about the great contribution of Oralbek Aga to the development of his native land and the moral way of life were presented to the young people.
Members of the Republican public association "assembly zhastary", dressed in costumes of representatives of different ethnic groups, posted a video about the event in social networks.
On March 15, on the eve of the Nauryz holiday in the Palace of languages with the participation of representatives of ethnic groups in the structures of the regional assembly, citizens and schoolchildren studying at the basic level of the Kazakh language in the palace of languages "Kosh keldin AZ, Nauryz!"the dictation was written in order to congratulate representatives of ethnic groups on the national holiday of the Turkic peoples, to give information about nauryz, to form respect for the state language, to test their literacy. The text consists of 103 words, which give an idea of the Stylistics and punctuation of the text. The dictation was attended by 5 employees of KSU" Kogamdyk kelisim", 3 students from Azerbaijan, 1 student from the Chinese Center, 6 students from the language Palace. Employees of the Zhetysu TV channel videotaped the work of representatives of ethnic groups. The event was attended by 14 people.
On March 16, in the Center for the provision of special social services "Shapagat" of Tekeli, az Keldin, Nauryz!"within its framework, a charity concert was held for pensioners and the elderly. The event was organized by members of the Almaty regional branch of the Republican NGO" Assembly of youth "and chairman of the Center for Kazakh culture and traditions of the KSU" Kogamdyk kelisim " S. Shynybayev. The event was attended by 60 people.
On March 18, in the House of friendship, the structures of the regional assembly discussed the address of the head of state K. Tokayev to the people of Kazakhstan "New Kazakhstan: the way of renewal and modernization". The reports were made by the chairman of the Regional Council of mothers N. Baimadieva, the head of the mediation cabinet B. Chingaeva, the chairman of the regional Russian Center L. Kotelnikova. In the Republic, Zhetysu, Abay and Ulytau regions, including the city of Kapshagai, received the support of the people who left the name of Dinmukhammad Akhmetovich Kunayev, who was a great son of the Kazakh people, who ruled the country skillfully for many years.
On March 19, the House of friendship hosted a concert "Nauryz berekem – Nauryz merekem!" with the participation of dance ensembles "Ornek", "Achimnoul" of the Korean ethno-cultural center, "Tugan Tel" of the Tatar ethno-cultural center."a flash mob was organized. 50 people in Kazakh national costumes took part in the flash mob.
