New public procurement procedure discussed in Almaty region

Since the beginning of the year, the region has conducted Desk control on 62,000 lots of public procurement in the amount of 482 billion tenge. As a result, 2625 lots were identified with violations of the Law on public procurement in the amount of 50 billion 554 million tenge. Such data was announced by Deputy head of the Department of internal state audit for the Almaty region Azamat Musabek on the Jetisý Media platform.

According to the speaker, 2625 notifications were sent to the above-mentioned Department to eliminate violations.

 

"For five months of this year, an order was sent to the Department of internal state audit on temporary suspension of expenditure operations on accounts and codes of 10 office objects created in the Treasury bodies. Within the framework of which the objects have started spending operations, " says Azamat Musabek. 

It should be noted that the Department is competent to conduct audit activities and send an order for execution to the audited body, and in case of non-execution, refer the case to the Executive authorities.

The speaker also told about the measures taken to implement public procurement during the state of emergency.

It became known that the special procedure for public procurement, approved by the decree of the Government of the Republic of Kazakhstan dated March 20, 2020, is valid for the period of crisis situations, that is, during a state of emergency, and provides for a different procedure for public procurement.

"According to the decree, potential suppliers are not subject to penalties and measures to include in the register of unfair participants in situations that have arisen as a result of the introduction of an emergency. And all goods are purchased as a priority only among domestic producers and only by requesting price offers under a special order, and the period is reduced to 3 days. After the deadline for submitting price offers, the web portal automatically compares price offers and summarizes the results of public procurement by requesting price offers, " he concluded.

It should be noted that according to the norms of the decree, public procurement conducted under a special procedure is not subject to in-house control. And payment for actually executed contracts is made within 5 days.
