Solving the issue of unauthorized trade in the city of Konaev

Spontaneous trade on Yubileyny is a problem waiting for its solution for more than a year. This theme is aggravated every year with the beginning of summer. The center of the city is attractive first of all to sellers of products from private farms and land plots. Together with them sellers of consumer goods (bedding, shoes, clothes, etc) are trying to settle here. However, first of all, sellers should take into account that their actions are illegal (!) and can lead to fines. So, according to the local police service, on offenders of law and order reports were made out under articles 204 * and 505 ** of the Administrative Code of the Republic of Kazakhstan on administrative offenses.
The next raid, which, by the way, became daily, passed today. The law enforcement officers - local and patrol inspectors, together with the representatives of department of business and deputies of mayor carry out explanatory work with sellers.
According to the decision of akimat of Konaev city of Almaty area from February, 8th, 2022 № 59 (It is registered in Ministry of Justice of Republic of Kazakhstan on February, 16th, 2022 № 26816), the place of accommodation of not stationary trading objects the territory of a parking lot adjoining to the market " Aisha city " is chosen. At the "Zhetysu" market, located near Yubileyny, for the sellers of fruit and vegetable products are also ready to trade rows. By the way, an agreement has been reached with the administration of the markets that the rent will not be charged for 3 months. It is an excellent alternative which will help solve a number of issues caused by spontaneous trade.

*Article 204 of the Administrative Code of the Republic of Kazakhstan says: "1. Trading outside the places designated by the local executive body - shall entail a warning or a fine in the amount of five monthly calculation indices. 2. 2. The action stipulated by paragraph one of this article, committed repeatedly within one year after the imposition of an administrative penalty - shall entail a penalty in the amount of ten monthly calculation indices.

** Article 505: Violation of the rules of beautification of territories of cities and settlements, as well as destruction of infrastructure, destruction and damage to green spaces of cities and settlements, except for cases stipulated by Article 381-1 of this Code - shall entail a warning or a fine for individuals in the amount of twenty, for small business entities or noncommercial organizations in the amount of thirty, for medium business entities in the amount of forty, for large business entities in the amount of Actions provided for in paragraph one of this article, committed repeatedly within one year after the imposition of an administrative penalty - shall entail a penalty in the amount of thirty monthly calculation indices for individuals, forty for small enterprises or noncommercial organizations, fifty for medium enterprises, and three hundred for big enterprises.
