With a diploma to the village

       The state program "With a Diploma to the Village" has been implemented in Kazakhstan since 2009. The objectives of the program are to strengthen the human resource potential of rural areas with the necessary labor resources - specialists in the social sphere and the agro-industrial complex, to solve the problem of personnel shortages in rural areas.        On amendments to the order of the Minister of National Economy of the Republic of Kazakhstan dated November 6, 2014 No. 72 "On approval of the Rules for the provision of social support measures to specialists in the field of health, education, social security, culture, sports and the agro-industrial complex who have arrived to work and live in rural areas. clauses "Order of the Minister of National Economy of the Republic of Kazakhstan dated May 27, 2020 No. 43. Registered with the Ministry of Justice of the Republic of Kazakhstan on May 28, 2020 No. 20751.         To receive social support measures, the service recipient or his representative, by a notarized power of attorney (when submitting documents through the State Corporation), provides the service provider through the State Corporation or in electronic format through the "electronic government" web portal (hereinafter referred to as the Portal) the following documents:

• when receiving a lifting allowance:

a statement in the form in accordance with Appendix 2 to these Rules;

identity document (for identification);

copy of education diploma;

a copy of the work book, certified by the personnel department at the place of work.

• when receiving a budget loan for the purchase of housing:

   a statement in the form in accordance with Appendix 2 to these Rules;

        identity document (for identification);

   copy of education diploma;

   a copy of the work book, certified by the personnel department at the place of   

work;

    certificate of state registration of the conclusion of marriage (matrimony) (for

service recipients who are married) for identification;

    report from the Credit Bureau;

              Budget loans are provided to local executive bodies of regions through the conclusion of loan agreements on the following conditions:

with the subsequent provision to specialists in the field of health care, education, social security, culture, sports and the agro-industrial complex who arrived to work and live in rural settlements for the purchase or construction of housing in tenge for a period of up to fifteen years at a remuneration rate of 0.01 % per annum;

              Specialists who have decided to take part in the state program "With a Diploma to the Village" will receive a kind of guarantee for the near future. The state offers its citizens not only work in rural areas, but also appropriate social support: a one-time lifting allowance is provided in the amount of 100 monthly calculation indices or 277,800 tenge in 2020.

             Participants of the program are issued a budget loan in the amount not exceeding 1,500 monthly calculation indices, and for 2020 this is 4,167,000 tenge.
