Public monitoring of state preschool organizations launched under the “MektepBaqylau” project

On August 3–4, 2026, public monitoring of state preschool organizations was conducted under the MektepBaqylau project, implemented at the initiative of the Public Council of the Almaty Region.

The purpose of the monitoring was to assess child safety in preschool organizations, the quality of meals, compliance with sanitary requirements, the organization of medical services, and the condition of the material and technical infrastructure.

During the monitoring, the team examined the children's meal service system, the quality and storage conditions of food products, sanitary conditions, the provision of medical services, and the maintenance of required documentation. The monitoring identified several shortcomings, including failure to fully comply with the daily dairy product standards, inconsistencies in veterinary accompanying documents, instances where salad portions were smaller than the approved serving size as confirmed by CCTV footage, and the absence of certificates for certain food products.

At the same time, a number of preschool organizations demonstrated positive practices, including clean and well-maintained premises, properly equipped group rooms, effective operation of medical offices, and a high level of compliance with sanitary standards.

Following the monitoring, the administrations of the organizations were provided with specific recommendations aimed at promptly eliminating the identified shortcomings.

It should be noted that public monitoring under the MektepBaqylau project is ongoing. In the next phase, the monitoring will cover state preschool education organizations in all nine districts and two cities of the Almaty Region. The Public Council of the Almaty Region will continue to monitor the implementation of the recommendations and systematically carry out public oversight activities aimed at improving the quality of services provided by state preschool education organizations.
