It is known that administrative justice has developed in the legal systems of Europe, the Baltic states, as well as most post-Soviet states. The fact that the adoption of the law in our country is an urgent measure is evident both in the concept of Legal Policy for 2010-2020, and later in the first message of the head of state Kassym-Jomart Tokayev. "In particular, it was noted that the main directions such as the concepts of "" listening state"", ""just state"", fair justice, specialization of courts, and the establishment of public confidence in the courts should become a priority goal."

In everyday life, individuals and legal entities constantly resort to the services of state bodies and enter into relations with them. Since these relationships arise from power and subordination relationships, they differ in the inequality of participants. At the same time, taking into account the specifics of the activities of governing bodies representing the state, citizens and legal entities should be guaranteed the right to judicial protection of their rights and legitimate interests. One of the mechanisms for protecting human rights and legitimate interests in public legal relations is the administrative procedural code.

The adoption of the code is important for the country with the creation of a new institution-administrative justice. The purpose of the code regulating public legal disputes is to establish effective mechanisms for protecting and restoring violated or disputed rights and freedoms, legitimate interests of individuals and legal entities.

The new law is a new document for the legal system, a new legislation that will be a turning point in the state structure and society. The code, along with ensuring equal opportunities for state structures and ordinary citizens in the event of a public legal dispute, is aimed at solving gaps in the legislation in the field of Public Administration that have not yet been included in the system.
