Report on the Implementation of the "With a Diploma – to the Village" Project for 2024

On April 18 of the current year, the public discussion on the implementation of public services for 2024 was held at the state institution "Department of Economy and Finance of Kegen District".

According to the Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V "On Public Services" and subparagraph 1) of Article 10 of the same law, the state institution "Department of Economy and Finance of Kegen District" provides a public service within the framework of the Public Services Register — "Provision of social support measures to specialists of the social sphere who have arrived to work and reside in rural settlements."

Main types of services:
- Payment of a one-time relocation allowance;
- Provision of a budget loan for the purchase or construction of housing.

Report on public services for 2024:
- 92 young specialists received one-time relocation allowances.
- 60 specialists received budget loans for housing:
  • 36 specialists in the district center;
  • 24 specialists in rural districts.
- By age:
  • 54 specialists aged 18–35;
  • 6 specialists over 35.

Q1:
• No public services (relocation allowances or budget loans) were provided.
• Activities were carried out to plan the use of allocated budget funds.
• Awareness sessions were organized on how to apply for loans through the Otbasy bank portal (www.otbasybank.kz).
• Consultations were held for young specialists on:
  - Registering on the portal;
  - Submitting an application via digital signature;
  - Preparing the required documents.
• A list of in-demand specialties was formed and approved by the district akim.

Q2:
• Utilization of allocated funds.
• 46 specialists received one-time relocation allowances (24 women, 22 men).
• 24 specialists received budget loans for housing.

Q3:
• 35 specialists received budget loans according to the annual plan.
• Additional funds were requested for 25 more specialists.
• 7 specialists received relocation allowances.
• 11 specialists received budget loans.
• 1 case of refusal of a budget loan was recorded.

Q4:
• Utilization of additionally requested budget funds.
• 12 cases of refusal of a budget loan were recorded.
• 25 specialists received additional budget loans.
• 41 specialists received one-time relocation allowances.
