on the results of internal analysis of corruption risks
in the activities of the State Institution "Department of Housing and Communal Services and housing Inspection of the Kegensky district"

INTRODUCTORY PART
Based on the order of the head of the joint State Institution "Department of Housing and Communal Services, Passenger Transport, Highways and Housing Inspection of the Kegensky district" (hereinafter referred to as the Department), dated May 02, 2023 No. 3 n-k "On conducting an internal analysis of corruption risks in the activities of the department, for the period from May 05 to May 15, 2023 An internal analysis of corruption risks was carried out during the year. The internal analysis covers the work of the department for 12 months of 2022.
The Department is based on the Regulation approved by the resolution of the Akimat of the Kegensky district No. 301 dated November 22, 2021 (hereinafter referred to as the Regulation).
The mission of the Department according to the Regulations is to implement the functions of public administration in the field of housing and communal services on the territory of the Kegensky district.
In accordance with the Rules of Internal Analysis of Corruption Risks approved by Presidential Decree No. 12 of October 19, 2016, an internal analysis was conducted in the following areas:
IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS AFFECTING THE ACTIVITIES OF THE DEPARTMENT
- The Law of the Republic of Kazakhstan "On Public Procurement";
-Law of the Republic of Kazakhstan dated April 16, 1997 No. 94 "On housing relations";
- Resolution of the Government of the Republic of Kazakhstan dated June 26, 2012 No. 856 "On approval of the Rules for registration of citizens of the Republic of Kazakhstan in Need of Housing from the State Housing Fund or Housing rented by a local executive body in a private housing fund";
- Resolution of the Government of the Republic of Kazakhstan dated December 1, 2011 No. 1420 "On approval of the Rules for the Provision and Use of Housing from the State Housing Stock or Housing Rented by a Local executive body in a Private housing stock";

IDENTIFICATION OF CORRUPTION RISKS IN THE ORGANIZATIONAL AND MANAGERIAL ACTIVITIES OF THE DEPARTMENT.
No violations of the laws of the Republic of Kazakhstan were detected when hiring personnel from the department.
The analysis of corruption risks has not been established in the line of conflict of interests.
According to the register of public services, the Department provides 7 public services.
In accordance with the Order of the Minister of National Economy of the Republic of Kazakhstan dated April 9, 2015 No. 319 "On approval of standards of public services in the field of housing and communal services", the Department is obliged to provide the following public services:
1) "Registration and priority, as well as the adoption by local
executive bodies of a decision on the provision of housing
citizens in need of housing from the state housing
fund or housing rented by a local executive body
in a private housing fund":
- in the analyzed period, 137 services were provided, of which 82 were satisfied and put on the waiting list, 55 were refused due to the presence of real estate in the applicant or family members, the deliberate deterioration of their living conditions, the provision of an incomplete package of documents, the fact of registration of permanent residence outside the Kegensky district.
The register of citizens who are on the waiting list for housing is maintained through an electronic database kezekte.kz . So, the package of documents that the Applicant submits to the PSC, after which they electronically enter the database, which is accessed by employees of the Department of Housing and Communal Services, PT, AD and ZHI. Note that there is a tab in the database "under consideration by the commission", in fact, the commission is the responsible employee who, after checking the package of documents for completeness and correctness, sends it to the head of the Department for approval. After the approval of the applicant, the sequence number of the queue is assigned and receives an SMS notification with the sequence number in the points. Further, applicants, if they have an EDS, can check the queue number in their Personal Account on the Egov portal.kz, if not, then in the PSC. As a result of the provision of this service, a notification of registration indicating the sequence number of the queue or a reasoned refusal response.
2) "Issuance of a permit for cutting down trees", during the analyzed period of services, recipients did not apply.
3) Subsidizing the carrier's losses related to the implementation of automobile passenger transportation on socially significant messages in interdistrict (intercity intra-regional), intra-district, urban (rural) and suburban communications, recipients did not apply for the analyzed period of services.
4) Approval of routes and schedules of regular urban (rural), suburban and intra-district automobile transportation of passengers and luggage for the analyzed period of services, recipients did not apply.
5) Coordination of the placement of outdoor (visual) advertising objects in the right-of-way of public roads of regional and district significance for the analyzed period of services, the recipients did not apply.
In accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated April 14, 2015 No. 281 "On approval of standards of public services in the field of electric power industry", the Department is obliged to provide the following public services:
6) "Issuance of an opinion on the technical feasibility of building redundant (shunting) power transmission lines and substations for 110 kV and below, 220 kV and above facilities", during the analyzed period of services, recipients did not apply.
7) "Issuance of a certificate of readiness to energy-producing and energy-transmitting organizations with an installed electric capacity of 5 MW or less, over 5 MW or with an installed thermal capacity of 100 Gcal/hour and above, as well as having on their balance electric networks with a voltage of 35 kV and below, 110 kV and above to work in autumn-winter conditions", during the analyzed period, 70 services were rendered in paper form.
Hidden public services.
According to article 12. The decision on the privatization of housing from the public housing stock is made by the housing commissions of local executive bodies.
The Housing Commission considers the applications of applicants for housing, checks the submitted documents for completeness, reliability, decides on the satisfaction of the application or refusal. In the case of rent, it determines the amount of payment for housing, and in the case of privatization of office or public housing, the housing commission considers the issues of concluding a contract and submits an invoice for payment. Also, the housing commission executes requests to state bodies for the information provided, makes calculations and is responsible for the safety of materials and data, and so on.
When providing public services, no facts of violation of the legislation of the Republic of Kazakhstan were revealed.
All public services rendered comply with the Standards of Public Services.
The analysis showed that in the provision of public services by the Department, all services are provided by direct contact with the service recipient. Provision of public services through the e-Government Portal (hereinafter referred to as the PEP) and through the Government is not possible for citizens.
So, in 2022, the Department received a total of 24 appeals from individuals in 12 months. No violations of the laws of the Republic of Kazakhstan were detected during the reception and consideration of citizens' appeals.
THE FINAL PART
1) Based on the results of the current year, conduct an internal analysis of corruption risks in the activities of the department.
2) Strictly comply with the requirements of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities".,
3) In order to prevent and prevent corruption, conduct technical explanatory classes on newly included laws, also conduct lectures, through the provision of video views about the consequences of corruption.
4) Ensure that employees comply with the norms of the Code of Ethics of a civil servant, as well as organize a seminar on disciplinary penalties, with the provision of a Protocol and a photo report on the events held.
