Kanat Bozumbayev visited Enbekshikazakh district

Personnel changes took place in the akimat of Almaty region. In agreement with the Presidential Administration and the district maslikhat, by the order of the regional akim, the akim of the Enbekshikazakh district Kuat Sultangaziyev was appointed. The new akim was presented to the district activists by the head of the region Kanat Bozumbayev. - the press service of the akim of Almaty region reports.

- Having worked as a district akim for almost a year, Alibek Askarbekovich Zhakanbaev achieved decent economic performance and improved social well-being of the population. Kuat Yeleusizovich is a native of the Enbekshikazakh district, he worked in the agricultural sector and the banking system, and was engaged in business. I believe that the practical experience accumulated in various sectors will help him to contribute to the development of the region, said Kanat Bozumbaev.

As noted, last year the volume of industrial production of the region amounted to 53.5 billion tenge, in agriculture - 175.2 billion tenge, SMEs - 137 billion tenge, 17.9 billion tenge of investments were attracted to the economy of the region. If last year 7.3 billion tenge was allocated for the development of the district, this year - 8.4 billion tenge.

According to A. Zhakanbaev, the problem of providing irrigation water is one of the key ones. To this end, it is important to carry out the reconstruction and construction of 251.7 km of irrigation networks with a suspended area of ​​8809 hectares. Since 1984, no mechanical treatment has been carried out at the Bartogay reservoir, as well as a major overhaul of the Big Almaty Canal, in connection with which water losses have already reached 25%. The allocation of land for sublease also affects the shortage of water. It is necessary to continue work on the return of pasture lands. The problem of three-shift training remains relevant. If today there are 5 schools in the area of ​​three-shift schools, then, taking into account the growth of the population, 7 more will appear in the near future. To solve this issue, 3 new schools for 1800 places are being built in the city of Esik, the villages of Tashkentsaz and Kazakhstan. There are 135 dachas in the district with a population of over 28,000 people, of which more than 26,000 live permanently in dacha communities. The issue of infrastructure support, especially gas and water supply, is particularly acute. Works on road repair and street lighting have been partially carried out, a situational scheme has been developed with the technical characteristics of 135 dachas.

Summing up the results of the asset, oblast akim Kanat Bozumbayev instructed the akimat of the district, together with regional departments, to intensify work to increase housing construction and solve the problem of drinking water supply. Attracting investors, liquidating three-shift schools, preparing for spring field work, maintaining and creating new jobs, controlling prices for socially important goods - all these are the most important areas of work that have been instructed to intensify.

- Lake Issyk provides water to 9 rural districts and summer cottages, this is a huge number of people, so it is not just a tourist, but a strategic object. I instruct to study the issue of giving it an appropriate status. As for the transfer of the Turgen group water conduit to communal ownership, it must be considered from both sides. If the private owner does not fulfill his obligations satisfactorily, then measures must be taken to transfer the water conduit. At the Government level, our proposal to switch to a differentiated tariff for irrigation water is being considered, a special commission is checking the reasons for the increase in prices for mineral fertilizers. These problems are common for the entire region and on the eve of spring field work, their positive solution is especially important, - summed up K. Bozumbaev.

Then Kanat Bozumbayev held a reception of citizens on personal issues. Aizhan Talkabayeva asked to build a new school in the village of Birlik with a population of 1569 people, because the children have to study in the neighboring village. And since the school has three shifts, despite the transportation, students return from classes at about 21.00. Another resident of Esik, Raushan Topelova, is also concerned about the safety of schoolchildren. There are no sidewalk paths for pedestrians on Valikhanov Street, and children go to school on the slabs of the irrigation canal. Akim of the region noted that he had read about this problem in social networks. To date, out of 129 million tenge, 50 million tenge has been allocated, the contractor has been identified, work on the construction of sidewalks will begin in April. Kanat Bozumbaev also instructed to make proposals for the construction of a school in the village Birlik for about 600 seats.

At the reception, they also discussed the problem of the deterioration of the water supply networks in the village of Kyzylzhar, the water comes from a source in the mountains and is not filtered. According to a resident of the village, Erik Amanov, there are constant water shortages in the village, especially in winter.

- Is there water in the village at the moment, - the regional akim asked.

- We have been sitting without water for 3 days, we ourselves clean the frozen pipes from ice.

- Do you have a specific plan for solving this problem, the inhabitants of the village with a population of over 4 thousand are suffering without water, - Kanat Bozumbaev turned to the regional authorities.

According to them, water networks were laid back in the late 60s, the design and estimate documentation was prepared, and there is a positive conclusion from the state expertise. A budget application has been submitted for the allocation of 1.2 billion tenge from the republican budget under the program "Auyl - el besigi".

- I instruct the new akim of the district to take this issue under control. This is the first important appeal from residents, so the level of public confidence directly depends on the quality of its execution, - said the oblast akim.

Prospects for ongoing investment projects were presented by entrepreneurs. The head of FROSCO LLP, Erik Musakalov, said that the construction of the shock freezing plant was 95% completed. And a representative of Zhetisu Wolfram LLP shared plans for the construction of a mining and processing complex with a design capacity of 3.3 million tons of ore per year and attraction of 300 million US dollars of investments.

As part of a working visit to the Kanat Bozumbaev area with the progress of work on bank protection and improvement of the embankment of the river Esik. According to the plan, there will be a walking area with a length of about a kilometer, including children's, sports and workout grounds, a cycle track and footpaths, and 2 parking lots. The territory will be landscaped. Now the 1st of 3 stages of work is underway.
