In Kazakhstan, the provision of a guaranteed social package (hereinafter referred to as the GSP) will be transferred to the social services portal (hereinafter referred to as the Portal) from 2021. Since October of this year, the process of providing GSP through the Portal has been launched in a "pilot" mode in all regions. Thus, about 3.5 thousand citizens will be able to receive the service in a proactive format by the end of the year.
Vice-Minister of labor and social protection of the population of Kazakhstan Yerlan Aukenov said that a Commission for accreditation of suppliers on the Portal at the level of cities and districts will be created by December 1 this year.
Employees of JSC "Center for development of human resources" of the Ministry has already conducted training of experts of bodies of social protection of cities and regions, working with customers and suppliers on the Portal.
Currently, work is underway to provide EDS keys to service recipients, and employment centers explain how to work with the Portal.
Given the experience of the current year and wishes of the population, the Ministry has improved the process of securing GSP for children. In September of this year, changes were made to the composition and volume of food packages. In particular, the food set is supplemented with ultra-pasteurized milk to increase the shelf life, due to the seasonal shortage of buckwheat, an alternative in the form of rice is provided. Also, children's fruit and vegetable puree is now combined into one name, so that the child can choose the most preferred product.
It should be noted that this year the Ministry of health of the Republic of Kazakhstan provided additional assistance to socially vulnerable categories of the population, including school-age children receiving TSA.
Starting from March of this year and for the entire period of the state of emergency and quarantine restrictive measures, monthly cash payments were made for the purchase of food packages in the amount of 2 MCI.
For the period from March to may and from July to August, 25.6 billion tenge was allocated from the budget for these purposes for more than 1 million people, including payments to more than 200 thousand children. Also during this period, the provision of in-kind assistance within the framework of GSP for preschool children continued.
