In accordance with paragraph 2 of article 9 of the Budget Code of the Republic of Kazakhstan of December 4, 2008, subparagraph 1) of paragraph 1 of article 6 of the law of the Republic of Kazakhstan dated 23 January 2001 "About local state management and self-government in the Republic of Kazakhstan", Karasai district maslikhat DECIDED:
1. To approve the district's budget for the years 2021-2023, according to appendices 1, 2, 3 to the present decision, respectively, including for 2021 in the following amounts:
1) income 37 065 549 thousand tenges, including:
tax revenues 20 536 191 thousand tenge;
non-tax receipts 21,492 thousand tenge;
proceeds from the sale of fixed capital 172,500 thousand tenge;
transfer receipts 16,335,366 thousand tenge, including:
transfers from lower government bodies 1,614,845 thousand tenge, including:
budget withdrawals 1,614,845 thousand tenge;
transfers from higher government bodies 14,720,521 thousand tenge, including:
target current transfers 10,383,288 thousand tenge;
target transfers on development 4 337 233 thousand tenge;
2) costs 38 679 053 thousand tenge;
3) net budget lending of 208,514 thousand tenge, including:
budget loans of 262,530 thousand tenge;
4) balance on operations with financial assets 0 tenge;
5) budget deficit (surplus) ( - ) 1 822 018 thousand tenge;
6) financing of the budget deficit (using the surplus) 1 822 018 thousand tenge.
2. Approve the reserve of the local Executive body of the district for 2021 in the amount of 106,553 thousand tenge.
3. Provide in the district budget for 2021 the volume of budget withdrawals from the city budget, rural districts to the district budget in the amount of 1,614,845 thousand tenge, including:
Kaskelen city 708 958 thousand tenge;
Zhambyl rural district 36 495 thousand tenge;
Yeltay rural district 52 028 thousand tenge;
Zhibek Zholy rural district 97903 thousand tenge;
Raiymbek rural district 247 413 thousand tenge;
Pervomaisky rural district 8,709 thousand tenge;
Zhandosovsky rural district 50 845 thousand tenge;
Umtylsky rural district 69 165 thousand tenge;
Shamalgan rural district 133 649 thousand tenge;
Irgelinsky rural district 193 105 thousand tenge;
Altayskogo rural district 16 575 thousand tenge.
4. Establish the list of district budget programs that are not subject to sequestration in the process of implementing the district budget for 2021, in accordance with Annex 4 to this decision.
5. Note that the district budget for 2021 provides for targeted current transfers to the budgets of cities of district significance and rural districts, including for:
implementation of measures to address issues of settlement development in the implementation of measures to promote the economic development of regions within the framework of the State program for regional development until 2025;
implementation of the state educational order in preschool educational organizations;
organization of free transportation of students to the nearest school and back in rural areas;
illumination of streets in settlements;
provision of sanitation in human settlements;
maintenance of burial sites and burial of the rootless;
the accomplishment and gardening of settlements;
The distribution of these transfers to the budgets of cities of district significance and rural districts is determined on the basis of the decree of the akimat of Karasay district.
6. control over the implementation of this decision is assigned to the permanent Commission of the Karasai district maslikhat "on economy, budget, employment, business development and social infrastructure".
7. This decision will come into force on January 1, 2021.
