To date, there are 3,220 multi-family residential buildings in the region, of which 1,868 (58%) are subject to repair.
For 2015, 170.4 million tenge was allocated from the national budget to carry out repair work in 8 houses (Karatal and Koksu districts for 1 house, the cities of Taldykorgan and Kapshagai for 3 houses).
The allocated funds are fully transferred to the specialized authorized organizations (LLP). Currently, together with residents of apartment buildings, work is underway to identify contractors.
At the same time, this year it is planned to repair 6 objects of the condominium at the expense of refundable funds.
If all the planned works are carried out for the current year, the number of multi-family residential buildings requiring repair will decrease to 1,854 houses (57.5%).
The implementation of the program is constantly monitored.

In 2015, within the first direction of the Program, it is planned to implement 30 projects on capital, current repair of water supply and electric networks, improvement and lighting in the settlements of the region (Aksu – 1, Balkhash – 1, Enbekshikazakh – 4, eskelinsky – 1, Zhambyl – 6, ili – 6, Karasay – 1, Karatal – 1, Kerbulak – 1, Koksu – 1, Raymbek – 3, Uyghur – 1, Taldykorgan – 2, Tekeli – 1) for a total amount of 1.1 billion tenge (RB-1019.8 million tenge and MB-113.3 million tenge).
This amount passed through the state institution "Department of energy and housing and communal services" of Almaty region in the form of targeted transfers directly to the budgets of akimats of districts (cities) and they were customers and organizers of competitions for public procurement of works.
To date, 20 projects (Balkhash – 1, eskeldinsky – 1, Enbekshikazakh – 4, Zhambyl – 6, Karasay – 1, Kerbulak – 1, Koksu – 1, Rayymbek – 3, Taldykorgan – 2) have summed up the results of public procurement competitions, and 10 projects (Aksu – 1, ili – 6, Karasay – 1, Karatal – 1, Tekeli – 1, Uyghur-1) summing up of public procurement tenders is expected in June, including 2 projects (Aksu – 1, Uyghur-1) contests were re-announced due to protests by the Prosecutor's office.
Local Executive bodies of districts and cities have mastered 90.7 million tenge.
In addition, in order to achieve the program's target indicators, 420 people must be employed during the implementation of these projects, including 215 people in the direction of employment centers.
A spring two-month period of sanitary cleaning, landscaping and landscaping of settlements in the region was held.
Within the framework of the decree of the regional akimat No. 128 dated March 13, 2015 "on conducting spring and autumn two-month sanitary cleaning, landscaping and landscaping of settlements in the region", more than fifty localities of 16 districts and 3 cities of Taldykorgan, Kapshagai and Tekeli are covered by the planned check for the course of the spring two-month sanitary cleaning, landscaping and gardening.
As a result of the inspection, places with unsatisfactory sanitary conditions were identified. Personal instructions were given to the mayors of rural districts and heads of district departments of housing and communal services and housing inspection of the above-mentioned districts to address the comments.
During the spring two-month period, 868 thousand people or 44% of the total population, all state utilities, as well as economic entities took part in the region. 9440 streets (83% of the total), 2157 km were removed and cleared. arychnoy network, 6014 km of road surface, 237 thousand territories of houses and buildings (78%). 20 thousand tons of solid waste were removed, 37 thousand p. m. of fences and fences were installed. On the allocated 92.7 hectares of land, 88.3 thousand seedlings of deciduous, fruit and coniferous species were planted. Lighting was carried out on 1162 streets.
At the end of the two-month period, a meeting of the regional staff and a conference call with the mayors of districts and cities on sanitary cleaning, landscaping and landscaping of settlements in the region was held. Regional administrations and mayors of districts and cities have been given Protocol instructions indicating the terms of their execution.
Heat supply
Heat supply is provided by 28 boilers with a total capacity of 679 Gcal. The length of heat networks is 343 km, wear within 55-60%, losses on heat networks up to 23 % (in 2010, the average loss of the region was 35-40 %, in 2012-25%).
Centralized heat supply covers Taldykorgan, Kapshagai, Tekeli, Ushtobe, Balpyk bi, Otegen Batyr, Boraldai, Merey and partially Kaskelen.
The level of provision of Central heating of the population of the cities of the region is 60%. Main consumer groups: population-70%, budget and others-30%.
The level of provision of district heating services in the region is 19%.
In 2015, 2.8 billion tenge is planned (RB-1.75 billion tenge, MB-1.1 billion tenge) for the implementation of 14 projects, 6 of them were allocated under the loan program under the "Nurly Zhol" program. Development of 73.9 million tenge
It is planned to repair about 48.7 km of heating networks (38.7 km at the expense of the budget and 10 km at the expense of the company's own funds)
In order to fulfill the President's instruction within the framework of the state program "Nurly Zhol" for 2015 from the national budget was allocated 1.74 billion tenge for the development of industrial infrastructure for lines of credit through JSC "Kazakhstan center for modernization and development of housing".
Currently launched 6 projects namely, Taldykorgan – 1 and Kapshagay – 5 projects. It is planned to build and reconstruct 25.2 km of heating networks, start construction of the Central boiler house in the village of Zarechny, Kapshagay, and connect 2.5 thousand people to the Central heat supply.
Within the framework of the program "development of regions-2020" in the single-industry city of Tekeli, reconstruction of heating networks in the mcrn-x "Dosyk" and "Alatau"has begun. The total amount of projects is 1.4 billion tenge, 372.2 million tenge was allocated from the national budget.
18.81 thousand people will be provided with high-quality heat supply services.
In General, the share of district heating in the region will increase from 19% to 26%, reduce the wear of heating networks from 58% to 50% and losses in networks from 23% to 20%.
Work is underway to provide Central heat supply to regional centers of the region.
The construction of the Central boiler house in Sarkan, Sarkan district, is being completed in the amount of 1.1 billion tenge.
A feasibility study has been developed for the development of a district heating system in the small cities of Zharkent, Issyk, Talgar, Kaskelen, Shelek, chunja and Uzynagash. To date, the issue of allocating financial resources for the development of POI is being considered.
The design and estimate documentation for the construction of the Central boiler house in Esik Yenbekshikazakh district (total amount of 2.4 billion tenge) has been developed.
Electrosupply
1.74 billion tenge is planned for 2015 (RB - 505 million tenge, MB-1.23 billion tenge) there are 46 projects for implementation, including 11 projects that have been transitioning since 2014.
It is planned to build and repair about 13.8 thousand km of electric networks and 3115 transformer substations of different voltage (at the expense of the budget of 180.0 km and 56 substations, at the expense of own funds of the power enterprise 13.6 thousand km and 3059 substations). 87.5 million tenge was disbursed.
The peak load of electricity in the winter of 2014-2015 was 525 MW, of which own production - 395 MW, purchased from sources outside the region (Kyrgyzstan, Zhambyl GRES, Ekibastuz GRES1, 2).
The volume of consumption of the region in 2014 amounted to 2.73 billion kW, of which the production of the region was 1.511 billion kW, the purchase from external sources-1.219 billion kW.
The energy complex of the region is divided into 2 regions: Taldykorgan and Almaty regions. In the Taldykorgan region, the energy transmission companies are JSC "TATEK", in the Almaty region - JSC " azhk.
The level of centralized power supply is 99.9%.
The number of distribution networks is 34.2 thousand km, substations are 7.7 thousand units (network wear is 60%, losses are 14.7%).
The construction of the 220/110/10 kV Kaskelen PS with the construction of a 220 kV power line is being completed. In the period from 2012 to 2014, 4.5 billion tenge was allocated and disbursed from the state budget. 82.5 million tenge is planned for 2015.
The implementation of this project will ensure uninterrupted power supply and cover the growth of electricity loads in Karasay, Zhambyl and ili districts and will increase the generating capacity of the suburban area of Almaty and give an impetus to the development of small and medium-sized businesses in the region.
At the expense of the local budget, reconstruction and construction of power lines in ili (12 projects), Enbekshikazakh (17 projects), Zhambyl (3 projects) and Karasay districts (1 project) was started.
Within the framework of the "development of regions -2020" program, the project "construction of a backup power transmission line at the Kora water intake and treatment facilities in the city of Tekeli" was launched.Tekeli" for a total amount of 335.7 million tenge. 135.0 million tenge was allocated from the Republic of Belarus.
According to the "employment Roadmap 2020" program, 6 projects are being implemented to overhaul utility power lines in rayymbek, Zhambyl and Karasay districts. 277 million tenge was allocated for this purpose (RB – 263 million tenge, MB – 14 million tenge).
Gas supply
For 2015, 4.0 billion tenge was allocated and disbursed for the construction of the Almaty-Taldykorgan MG. The work is being carried out according to the approved schedule.to date, 205 km of the linear part of the gas pipeline has been built.
