The government of the Republic of Kazakhstan approved the Programs "Modernization of housing and communal services" of the Republic of Kazakhstan for 2011-2020 (from 30.04.2011 №473), "AK-Bulak" for 2011-2020 (from 24.05.2011 №570) and "business Road map 2020" (dated 13.04.2010 for number 301).
In total, the Almaty region requires 125.6 billion rubles for the modernization and repair of housing and communal services.tenge, including 105.9 billion for the municipal sector.tenge, the housing sector 19.7 billiontenge.
1. The program "Modernization of housing and communal services"
1.1. Heat
1. District heating is provided to Taldykorgan, Kapshagai, Tekeli, Ushtobe, Balpyk bi, Otegen Batyr, Boraldai, Merey and partially Kaskelen.
The level of provision of Central heating of the population of the cities of the region is 60%. Main consumer groups: population-70%, budget and others-30%.
Heat supply is provided by 15 boiler houses with a total capacity of 552.8 Gcal. The length of the heating networks is 312.5 km, wear is within 45-65%.
The level of provision of heat supply services in the region is 17%.
For 2013, 2.735 billion tenge was allocated (compared to 1.952 billion tenge in 2012) for the implementation of 10 projects (Taldykorgan-5, Sarkand district-1, Alakol district-1, Kapshagai-1, Karatal-1, Koksu-1), of which 5 are transitioning since 2012.
On behalf of the Head of the State to ensure district heating Esik started development of design estimate documentation for construction of Central boiler Esik Yenbekshikazakh district in the amount of 123 million tenge.
Work is continuing to provide Central heat supply to the regional centers of the region. This year, the construction of a Central boiler house and reconstruction of heating networks in Usharal Alakol district has begun. The total amount of the project is 1,870,3 million tenge, for 2012, 602,7 million tenge was allocated from the national and local budgets.
A feasibility study is being developed for the development of a district heating system in the small cities of Zharkent, Issyk, Talgar, Kaskelen, Shelek, chunja and Uzynagash.
Work has begun on the construction of the Central boiler house in Sarkan, Sarkan district, and the reconstruction of boiler houses No. 1 MKR - on " Zhetysu "and No. 18 MKR-on" Vostochny " in Taldykorgan.
Work has begun on expanding the boiler house of the Koksuzhylu state enterprise by purchasing and installing an additional boiler with a capacity of 10 Gcal / hour in the Koksu district.
The design and estimate documentation for the construction of a Central boiler house in the village of Zarechny, Kapshagai, has been developed.
1.2. Electricity.
The energy complex of the region is divided into 2 regions: Taldykorgan and Almaty regions. In the Taldykorgan region, the energy transmission companies are JSC "TATEK", in the Almaty region - JSC " azhk.
The level of centralized power supply is 99.9%.
The number of distribution networks is 36.3 thousand km, substations are 8.6 thousand units (network wear is 60%, losses are 14.7%).
The design and estimate documentation for power supply of new buildings in ili district settlements is being developed- 28 projects , 10 projects in Karsay district, 10 projects in Talgar district, 3 projects in Taldykorgan.
The design and estimate documentation for the construction of the substation "Kaskelen" 220/110/10 kV with a power line-220 kV in Kaskelen, Karasay district, has been developed. The design and estimate documentation has passed the state examination for No. 01-057 / 12 of 13.02.2012. The total cost of the project is 4.8 billion tenge. For 2012, 1.0 billion tenge was allocated from the national budget. Construction and installation work has begun.
In 2013, 2.9 billion tenge was allocated for the implementation of power supply projects. With the allocated funds, the implementation of power supply projects has begun.Nura of Talgar district and reconstruction of electric networks of the suburb of Taldykorgan and continuation of construction of PS "Kaskelen" in Karasay district.
1.3. Gas
75 localities are connected to natural gas, and the level of gasification is 10%. The total length of gas pipeline networks is 1.6 thousand km.
In order to gasify the settlements of the ili district, a project for the construction of gas pipelines for the gasification of 7 localities of the ili district (Koyan-Kus, Yntymak, Zhana-Daur, Zhana-Talap, Pokrovka, Otegen-Batyr, Baiserke) was implemented.the total cost of the construction of the supply gas pipeline is 1143.2 million tenge. For these purposes, 611 million tenge was allocated in 2010, 472.2 million tenge in 2011, and 22.5 million tenge was allocated in 2012 to complete the project. In 2013, it is planned to build intra-village breeding networks within the framework of the public-private partnership program.
Almaty-Baiserke-Talgar mg IS under construction. The total amount of the project is 6.3 million tenge. In 2011, 500 million tenge and 50 million tenge were allocated from the national and local budgets, respectively, in 2012, 1.5 billion tenge (RB) and 150 million tenge (MB), in 2013, 1.377 billion tenge (RB) and 138 million tenge (MB) were allocated for the completion of the project.
The implementation of the project for the construction of the main gas pipeline "Almaty-Baiserke-Talgar" with the branch "Baiserke-Kapshagai" will generally cover 7 cities and 76 rural settlements of the ili and Talgar districts, with a population of more than 300 thousand people, the FEZ "PIT-Alatau".
The total length of the gas pipeline under the project is 64.4 km, including 35.2 km for the first stage and 29.2 km for the second stage. Completion of construction works is planned in 2013.
Work has begun on the project "construction of the Almaty-Taldykorgan main gas pipeline" with a total project cost of 19.9. For this purpose, 2.5 billion tenge has been allocated from the national and local budgets this year. The work is planned to be completed by 2015.
The implementation of this project will allow gasification of 7 districts of the region and the regional center of Taldykorgan, including 104 localities with a population of more than 409 thousand people.
The region needs natural gas - 401.8 million m3 and liquefied gas-506.4 thousand tons per year.
In 2013, 4 245.0 million tenge was allocated for the implementation of 3 projects for the construction of gas supply networks.
1.4. Modernization of the housing stock
There are 3125 multi-apartment residential buildings in Almaty region, of which 2175 need to be repaired (70%).
In 2011, 27 multi – storey residential buildings (Taldykorgan – 19 houses, Kapshagai – 6, Tekeli-2 houses) were repaired in three cities for a total of 323 million tenge.
In 2012, 76 multi-storey residential buildings worth 812.5 million tenge were repaired using two mechanisms.
According to the first mechanism, 29 multi-apartment residential buildings were repaired in 12 districts (Aksu-1, Alakol-3, Balkhash-3, Enbekshikazakh-5, eskelda-2, Zhambyl-2, ili-3, Karasay-4, Karatal-2, Koksuk-1, Panfilov-2 and Sarkand-1) with a funding volume of 312.5 million tenge.
As of April 10, 2013, the development is 289.5 million tenge or 92.6%.
Under the second mechanism, three specialized authorized organizations repaired 47 houses in three cities (Taldykorgan – 30, Kapshagai – 11, Tekeli – 6) with a funding volume of 500 million tenge.
Credit funds were transferred to specialized authorized organizations ("Taldykorgan Housing service" LLP - 302.8 million tenge, "Kapshagai turgyn UY" LLP - 142.2 million tenge and "Tekeli Housing and maintenance complex"-55.0 million tenge).
As of April 10, 2013, the development is 500 million tenge or 100%.
The work on the return of funds from the owners of residential buildings was activated, 38.8 million tenge was returned (including in Taldykorgan, the return was 3.7 million tenge, Kapshagai-1.5 million tenge, Tekeli-22.5 million tenge, JSC NC SEC "Zhetysu" returned 11.1 million tenge).


In 2013, it was planned to repair 140 multi-family residential buildings for a total of 1.6 billion rubles.however, the decision of the Republican budget Commission (hereinafter-RBC) No. 8 of 8.05.2013 does not provide for repair costs in 2013
In districts and cities of the region, 560 meetings with residents were held, protocols of residents ' consent to repair work on 140 houses were signed, savings accounts were opened in second-level banks at 59 condominium facilities, the number of housing assistance recipients is 281 people, there are design and estimate documentation with the conclusion of state expertise for 30 condominium objects.
More than 11 thousand people have been covered by the housing and utilities modernization Program.
The implementation of the housing and communal services modernization Program for 2011-2020 is covered in the mass media, live broadcasts and videos are broadcast, brochures and advertising materials are distributed.
2. The program "AK-Bulak" for 2011-2020
Resolution of the Government of the Republic of Kazakhstan No. 570 dated 24.05.2011 adopted the "AK-Bulak" Program for 2011-2020, which is implemented in two stages.
The program provides for further development of water supply systems and provision of guaranteed quality and quantity of drinking water.
In the region, as part of the first stage of the "AK-Bulak" program for 2011-2015, it is planned to carry out work on 350 objects, which requires 55.5 billion rubles. tenge. As a result, the quality of water supplied in 275 localities will be improved, and the coverage of centralized water supply will amount to 73.5% of the SNP.
In 2011, 6866 million tenge or 99.9% was disbursed (including RB for construction and installation works-2989 million tenge, for the development of PSA-45 million tenge, MB for SMR-3229 million tenge, for the development of PSA-443 million tenge, the District budget-160 million tenge ) from the plan.
