Dear taxpayers!
In order to increase the requirements for the moral appearance and business qualities of civil servants, the Decree of the President of the Republic of Kazakhstan No. 153 of December 29, 2015 approved the Ethical Code of Civil Servants of the Republic of Kazakhstan.
The Code is aimed at strengthening public confidence in state bodies, forming a high culture of relationships in the civil service and preventing cases of unethical behavior of a civil servant.
Ethics in the state apparatus is based on the moral qualities and obligations of employees of various levels, which must be observed in the course of their professional activities. In this regard, in order to implement the Five institutional reforms of the National Plan "100 concrete steps", a new stage of development of the Kazakh civil service has begun.
With the adoption of the new law" On the Civil Service of the Republic of Kazakhstan", new concepts of" ethics commissioners" and" ethics councils " were introduced from January 1, 2016, aimed at strengthening discipline. Thus, at the new stage of reforms, special attention was paid to strengthening disciplinary and ethical control in the field of public service.
In addition, the position of an ethics commissioner has been introduced, who conducts work on the prevention of ethical offenses and monitors compliance with the Code of Ethics by civil servants.
Both civil servants and any citizen of the Republic of Kazakhstan can apply to the Ethics Commissioner for the protection of their rights.
At present, great importance is attached to ethics. A civil servant should be able to work with citizens ' appeals, know their problems and, within the limits of his powers, make every effort to solve them. The questions of concerned citizens should not be among the civil servants.
In order to adapt the newly accepted young civil servants as soon as possible, the legislation on civil service provides for the introduction of a mentoring institute, where mentors from among the most experienced and qualified employees are assigned to the first-time administrative public positions. They should not only pass on their work experience, but also educate young employees with their personal example and approach to work.
