On combating corruption

What is corruption? Corruption - abuse of official position, giving a bribe, receiving a bribe, abuse of authority, commercial bribery or illegal use by an individual of his official position contrary to the legitimate interests of society and the state in order to obtain benefits in the form of money, valuables, other property or services of a property nature, other property rights for himself or for third parties, or illegal presentation of such benefits to the specified person by other individuals, as well as the commission of these acts on behalf of or in the interests of a legal entity.

When defining the concept of "corruption", it is necessary to proceed not only from criminal law, but also from social and criminological aspects, to consider corruption as a complex socio-legal phenomenon. This approach will allow laying the foundations for further improvement of anti-corruption legislation.

What is the danger of corruption? If you think corruption is a harmless phenomenon, then you are deeply mistaken. Its negative impact on the state, society and every citizen in particular is difficult to overestimate. Corruption undermines the moral foundations of society, hinders the economic growth and development of the state, spoils its image in the international arena, and also leads to a large number of internal problems.

An effective anti-corruption system should become an effective mechanism for combating corruption. The inevitability of punishment in the form of deprivation of property acquired by criminal means is undoubtedly, on the one hand, a serious preventive factor, on the other hand, it allows minimizing the consequences of corruption crimes by compensating for the damage caused. As a result, the state should conduct continuous and systematic work to eradicate corruption in Kazakhstan.

In order for the level of corruption to begin to decrease, it is necessary to act systematically and progressively. It is not enough just to incriminate corrupt actions. The entire population should clearly understand that it is necessary to stop corruption actions, that receiving or giving a bribe will result in a significant deterioration of the country's economic development in the long term.
