In his message of September 1, 2020, President of the Republic of Kazakhstan Kasym-Zhomart Tokayev announced a number of tasks designed to support small and medium-sized businesses.
The middle class is the basis of the economy of developed countries. Therefore, Kazakhstan pays close attention to its formation. This is all the more important in the context of a pandemic.

The business has not recovered from the severe consequences of the coronavirus restrictions, so it is necessary to continue its full support.
During the emergency, many tax breaks were adopted, which had a positive impact on the state of small and medium-sized businesses. Among them are the exemption of certain industries from property tax, the deferral of tax payments, the rejection of measures of compulsory collection of taxes, and others. A popular measure was the exemption from taxes and payments from the payroll fund. For small and medium-sized businesses, the exemption lasted 6 months, for large-3 months. But only a fraction of the affected industries were able to take advantage of this measure.
Therefore, it is very important that the President, in his Address on September 1, instructed to exempt small and medium-sized businesses from deductions to extra-budgetary funds from the payroll fund (social and pension contributions, as well as deductions to the Mandatory Health Insurance Fund) by the end of the year.
In addition, the accrual of lease payments on state property and the property of quasi-public sector entities has been suspended, and the lease exemption is granted from September 1.
