Report on the provision of public services by the Department of Architecture and Urban Planning of the Enbekshikazakh district for 2020
The Department of Architecture and Urban Planning for 2020 has done the following work:
The number and types of public services provided by the department on an ongoing basis:
- 2029 certificates were issued to determine the address of the real estate object, requests were received from the NAO "State Corporation" Government for citizens in the Enbekshikazakh district in the amount of 642 pieces;
- provided 899 architectural and planning tasks;
- 703 draft projects were approved.

The number of conclusions on changing the purpose of the land plot received from the administration of cities and rural districts is 70 pieces. According to 119 applications received from the district department of land relations, the department issued conclusions. The number of requests from individuals and legal entities received by the department is 78.
177 conclusions were issued on the absence of initial permits for design and construction, construction works (architectural and planning tasks), received from the akimats of cities and rural districts.
In order to meet the roadside service facilities to the national highway standard, an inventory was carried out along the Almaty-Kokpek-Koktal highway with a survey and production of a demo album with roadside service facilities.
For the district, in accordance with the general plans of settlements, information was provided for 47 projected schools on the basis of a request for land relations.
In order to create a unified architectural style of the city of Esik, a draft design was developed and a topographic survey was made of the entrance group on Altyn Adam Alleyasy Street.
In order to ensure the implementation, as well as to bring into compliance with the established requirements of the Rules for the Improvement of Cities and territories of Settlements of the Almaty region, approved by the decision of the Maslikhat of the Almaty region of October 26, 2017 No. 24-124 "On Approval of the Rules for the Improvement of Territories of Cities and Settlements of the Almaty region", compliance with these rules was monitored.
During the monitoring, the fact of non-compliance with the rules of the Facades of a number of business entities and other organizations was established.
The head of the department, within the limits of his competence, sent notifications to the management of small and medium-sized businesses about the need to bring the appearance of objects into line with the aesthetic architectural appearance and perform works on restoration, repair and painting of facades.
On a regular basis, work is carried out to make topographic surveys in the database of the State Urban Planning Cadastre AIS, in the amount of 153 units.
Also, the department carried out work on the inventory of engineering networks of the city of Esik.
In order to prevent violations of the law in the construction of objects and individual residential buildings on the territory of settlements of the district, the department takes measures aimed at identifying the facts of unauthorized construction. However, in order to completely exclude the facts of unauthorized construction, it is necessary to organize and implement state control over individuals (with the exception of private business entities) on the territory of settlements by the mayors of cities of district significance and rural districts, in accordance with paragraph 2-1 of Article 147 of the Land Code of the Republic of Kazakhstan.
A letter was sent to the Department for control over the use and Protection of land in the Almaty region on 2 objects that are not used for their intended purpose.
In accordance with paragraph 8 of Article 17 of the Law of the Republic of Kazakhstan dated July 16, 2001 No. 242 "On Architectural, urban planning and construction activities in the Republic of Kazakhstan", 23 letters were sent to the Department of State Architectural and Construction Control for the Almaty region without obtaining a construction permit, i.e. without developing an architectural and planning task and a project for the construction of an object, without developing design estimates, examining documents, and without obtaining a permit from an authorized body.
Also, a total of 49,000 m2 of individual housing construction projects were commissioned in the district.
