INTRODUCTION
On the basis of the order of the akim of the Karakemersky rural district for
No. 42 of March 20, 2021 "On conducting an internal analysis of corruption risks" conducted an internal analysis of corruption risks in the activities of the akimat of the Karakemer rural district. The internal analysis covers the period for the first quarter of 2021.
Internal analysis of corruption risks was carried out in the following areas:: Identification of corruption risks in regulatory legal acts affecting the activities of the apparatus.
The Office is guided in its activities by the Constitution and Laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other normative acts, as well as the Regulations on the State Institution "Office of the Akim of the Enbekshikazakh district". Identification of corruption risks in the organizational and managerial activities of the apparatus.
In the direction of the change of personnel:
According to the staffing table, the total number of civil servants of the office for the first quarter of 2021 is 7 units. The fact of staff turnover for the specified period was not. All civil servants meet the qualification requirements for administrative civil servants.
During the analyzed period, there were no facts of conflict of interest, affiliation, dismissal of employees, demotion, or team relocation. The analysis did not reveal any corruption risks.
According to paragraph 4 of Article 12 of the Law of the Republic of Kazakhstan "On Combating Corruption", failure to accept anti-corruption restrictions by the persons specified in paragraph 1 of this article entails refusal to accept a position, or dismissal from a position (dismissal from a position), their non-compliance in cases where there are no signs of a criminal act and an administrative offense is the basis for termination of their public service or other relevant activities.
The analysis showed that close relatives do not have facts of joint work with the district akim, use official and other information by employees in accordance with the law, and employees do not accept gifts in the performance of their official duties. The declaration was submitted on time. No corruption risks have been identified in this area.
During the analysis, it was found that there were no violations of the above-mentioned legal requirements.
On a regular basis, all employees of the akim's office are told about strict compliance with the norms of the Law of the Republic of Kazakhstan "On Combating Corruption".
Through the provision of public services:
In the current period, the total number of public services provided in the office is-7 types /placement on the waiting list of preschool children (up to 6 years old) for sending children to preschool organizations; providing free transportation to educational organizations and back home to children living in remote rural areas; issuing a decision to change the purpose of the land plot; providing a land plot for the construction of an object within the locality; acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions); sale to private ownership of a land plot that was previously granted for land use; putting on a waiting list for receiving a land plot.
For the 1st quarter of 2021, a fact was recorded about the provision of false data to the office of the district akim by the office of the district akim on the number of public services rendered. The deputy akim of the district was brought to disciplinary responsibility for negligent attitude to his official duties, lack of proper control, which allowed the provision of false reporting information to the office of the akim of the district.
It is recommended that the district Akim take on strict and constant control over the work to improve the quality of public services. Conduct a training seminar with the responsible employees of the akim's office to explain the procedure for drawing up a quarterly report on internal control over improving the quality of public services. Strictly comply with the requirements of the Law of the Republic of Kazakhstan "On Public Services".
Other issues arising from the organizational and managerial activities of the office:
During the analysis of violations of the requirements of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", it was not established.
In accordance with paragraph 1 of Article 7 of the Law of the Republic of Kazakhstan "On the procedure for considering Appeals of Individuals and Legal Entities", appeals submitted in accordance with the procedure established by the Law of the Republic of Kazakhstan of January 12, 2007 "On the Procedure for Considering Appeals of individuals and Legal Entities" are subject to mandatory acceptance, registration, accounting and consideration.
For violation of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities" for the past period of 2020, there were no civil servants brought to disciplinary responsibility.
It is recommended to: Strictly comply with the requirements of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", as well as to conduct explanatory work on the issues of considering appeals.

Recommended:
1. Strict compliance with the periodicity of professional development of civil servants of the akim's office, the rules of training, retraining and advanced training of civil servants;
2. Strict and constant monitoring of the work to improve the quality of public services;
For the period of performance of their functional duties permanently to the employees of the akim's office:
- Compliance with the anti-corruption standard of conduct and ethics of civil servants;
- Not to use official and other information that is not subject to dissemination for the purpose of obtaining or obtaining property and non-property benefits and advantages;
- Elimination of the causes and conditions of conflicts of interest, corruption offenses and their consequences.
Conducting legal training on a permanent basis with employees on the current legislation and other regulatory legal acts on combating corruption.
