Introduction
In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption" in the State Institution "Office of the Akim of the Shelek Rural District" in order to prevent corruption, from April 2, 2021 to April 26, 2021, an internal analysis of corruption risks was conducted on the basis of the Order of the Akim of the Shelek Rural District No. 2, 2021 "On conducting an internal analysis of corruption risks" in the activities of the office of the Akim of the Shelek Rural District. The internal analysis covered the first quarter of 2021. The office of the akim of the rural district carries out its activities on the basis of the Regulation on the state institution "The Office of the Akim of the Shelek rural District", approved by the Resolution of the Akimat of the Enbekshikazakh district of August 15, 2016 No. 815. The mission of the State Institution "Office of the Akim of the Shelek rural District": implementation of state policy in the territory of the Shelek rural district of the Enbekshikazakh district. In accordance with the "Model Rules for Internal Analysis of Corruption Risks", approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption No. 12 dated October 19, 2016, an internal analysis of corruption risks was conducted in the following areas::
Identification of corruption risks in regulatory legal acts
1. The state institution " Apparatus of the Akim of the Shelek Rural District "in its activities is guided by the Constitution and Laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, and other normative acts, as well as the Regulations on the state institution"Apparatus of the Akim of the Shelek Rural District".
Identification of corruption risks in the organizational and managerial activities of the office of the akim of the Shelek rural district
In the state institution of the "Office of the Akim of the Shelek rural district" personnel work, including the turnover of personnel.
2.1. According to the approved staffing table of the state institution "Office of the Akim of the Shelek Rural District" as of January 5, 2021, the staff number is 16 people. Through the provision of public services
In the Shelek region, there is a department of the State Corporation in the village of Shelek. The office of the Akim of the Shelek rural District in its activities for the provision of public services is guided by the Law of the Republic of Kazakhstan "On the Provision of Public Services" and other regulatory acts of the Republic of Kazakhstan in the field of public services.
The office of the akim of the Shelek rural district provides 7 types of public services.

From January 5, 2021 to March 31, 2021, 123 public services were provided in the Shelek Rural District.
The media plan of the office of the Akim of the Shelek Rural District for informing service recipients about the procedure for providing public services for 2021 was approved on December 10, 2020 by the mayor of the Shelek rural District (articles by specialists of the office of the akim of the rural district on the provision of public services through the State Corporation and the web portal "electronic government" in the media).
From the beginning of 2021 to March 31, 2021, there were no applications or complaints about the provision of public services from individuals and legal entities. On the reverse side of the response form to the received applications to the office of the akim of the Shelek rural district from individuals and legal entities, a memo on the prevention of corruption is printed.
To comply with the requirements of the order of public services provided by the office of the akim of the Shelek rural district, articles are constantly published in the newspaper "Enbekshikazakh" and information is posted on the website of the akimat of the district. The office of the akim of the Shelek rural district adopted regulations on the approval of the responsible deputy akim of the rural district to conduct internal control and improve the quality of public services, as well as a responsible specialist for the timely submission of reports on the provision of public services. In the building of the office of the akim of the Shelek rural district, there is a stand for informing the population about the procedure for providing public services, phone numbers for inquiries and samples of application forms. Every month, specialists of the office of the akim of the rural district, together with employees of the State Corporation, go to organizations and educational institutions of the village to clarify the receipt of electronic public services. In order to reduce corruption risks, the office of the akim of the Shelek rural District is working on the full transfer of public services through the State Corporation and through the e-government web portal. For this purpose, in the building of the office of the akim of the Shelek rural district on the 1st floor, an office is allocated, where there is a "Self-service Corner with access to the e-government portal", "Self-service Corner" is fully equipped with computer equipment, a printer, a card reader, a webcam, 3 specialists of the district akim's office work in the service akimat. There is also a self-service corner and a children's corner. For the convenience of visitors, there are waiting chairs, a TV monitor and surveillance cameras.
During the reporting period, there were no complaints about the provision of public services from citizens.
Proposal: In order to prevent violations of the standards of public services, to hold a seminar-meeting and a round table together with the employees of the state corporation, to increase the responsibility of civil servants.
Risk of direct contact
In the office of the akim of the Shelek rural district, there is a risk of direct contact with the service recipient, since some public services are provided in paper form – this is "Putting on the queue for receiving a land plot". The specified public service according to the standard is provided by the akim of the rural district. Therefore, seminars, training and other events are held for specialists of the office of the akim of the Shelek rural district who provide public services. Also in the business process of providing public services for the appointment of state targeted assistance (TSA) in the Shelek rural district, specialists of the office of the akim of the rural district are also involved, currently, from April 1, 2021, applications for the provision of public services of TSA will be accepted through the portal of "electronic government" (PEP) "Egov" , so all necessary measures were taken to provide the "Self-service Corner" with the necessary equipment.
The office of the akim of the Shelek rural district is working to inform service recipients about the possibility of providing public services in electronic form (articles, information, ads in the media).
Other issues related to the organizational and managerial activities of the office of the akim of the Shelek rural district.
In the State institution "The Office of the Akim of the Shelek rural District" according to paragraph 1 of Article 7 of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", the appeals of individuals and legal entities are accepted, registered, registered and considered. During the analysis in the office of the akim of the rural district for the consideration of appeals of individuals and legal entities, no violations of the law were revealed.
According to Article 9 of the Law of the Republic of Kazakhstan "On the procedure for consideration of appeals of individuals and legal entities", timely, comprehensive and objective consideration of appeals of individuals and legal entities is provided.

Based on the above, we recommend that the Mayor of the Shelek rural district:
Conduct work in accordance with the Regulations of the state institution "Apparatus of the Akim of the Shelek rural District".
The number of administrative civil servants should be completed according to the staffing table of the state institution "Office of the Akim of the Shelek Rural District".
Strictly observe and take control of the standards and regulations of public services provided in the state institution "Office of the Akim of the Shelek Rural District", as well as carry out activities according to the plan.
