Standard of public service " acquisition of rights to state-owned land plots that do not require bidding (contests ,auctions)"
Procedure for rendering public services
Terms of rendering public services:
1) from the date of submission of the package of documents to the service provider, State Corporation:
Stage 1: determination of the possibility of using the requested land plot for the stated purpose, preparation of an act of selecting a land plot, issuance of an opinion of the Land Commission on 23 (twenty-three) business days;
When applying to a state corporation, the date of acceptance is not included in the deadline for rendering a public service, and the service provider issues the result of rendering a public service to the State Corporation one day before the deadline for rendering a public service expires;
Stage 2: making a decision on granting land use rights to a land plot from the date of approval of the Land Management Project 7 (seven) business days;
2) the maximum allowable waiting time for delivery of a package of documents is 15 (fifteen) minutes;
3) the maximum allowable service time is 15 (fifteen) minutes.
5.form of rendering public services: paper.
6.the result of rendering a public service is the decision of the service provider to grant the right to a land plot or a reasoned refusal to provide a public service on the grounds provided for in paragraph 10 of this standard.
Form of providing the result of rendering a public service: paper.
7.the State Service is provided free of charge to individuals and legal entities (hereinafter referred to as the service recipient).
8. compliance with the following requirements::
1) work schedule of the service provider – from Monday to Friday, with a lunch break from 13.00 to 14:30, in accordance with the labor legislation of the Republic of Kazakhstan and Article 5 of the law of the Republic of Kazakhstan dated December 13, 2001 "on holidays in the Republic of Kazakhstan" (hereinafter referred to as the law on holidays).
Acceptance of the application and issuance of the result of the provision of public services is carried out from 9.00 to 17.30 hours with a lunch break from 13.00 to 14.30 hours.
The state service is provided on a first-come, first-served basis, without prior appointment or expedited service at the place of location of the land plot;
2) working hours of the State Corporation – from Monday to Saturday inclusive, without lunch break, in accordance with the working schedule from 9.00 to 20.00 hours, except Sundays and holidays in accordance with the labor legislation of the Republic of Kazakhstan and Article 5 of the law on holidays.
The state service is provided in the order of "electronic queue", without expedited service and prior appointment at the location of the land plot, in the order of "electronic queue". www.egov.kz you can book through the web portal (hereinafter referred to as the portal).
