About the regional budget of Almaty region for 2021-2023
In accordance with article 8 of the Budget code of the Republic of Kazakhstan
on December 4, 2008, subparagraph 1) of paragraph 1 of article 6 of the law of the Republic of Kazakhstan dated 23 January 2001 "About local state management
and self-government in the Republic of Kazakhstan", the Law of the Republic of Kazakhstan

and the resolution of the Government of the Republic of Kazakhstan from "___" ____ 2021 year
No. _ _ _ " on the implementation of the Law of the Republic of Kazakhstan "on the Republican budget for 2021-2023", Almaty regional maslikhat.:
Approve the regional budget for 2021-2023 in accordance with appendices 1, 2 and 3 to this decision, respectively, including for 2021 in the following amounts:
income 690,906,890 thousand tenge, including:
tax revenues 33,672,882 thousand tenge;
non-tax revenue 2 857 195 thousand tenge;
proceeds from the sale of fixed capital 53,647 thousand tenge;
transfer receipts 654 323 166 thousand tenge;
2) expenses 688 210 219 thousand tenge;
3) net budget crediting (-) 3 084 349 thousand tenge, including:
budget loans 5 928 033 thousand tenge;
repayment of budget loans 9 012 382 thousand tenge;
4) balance on operations with financial assets of KZT 3,037,959 thousand,
including:
acquisition of financial assets of KZT 3,037,959 thousand;
5) the deficit (surplus) budget 2 743 061 thousand tenge;
6) financing the budget deficit (using the surplus)

Establish that receipts under the income classification code of the unified budget classification "Corporate income tax" for districts and cities of regional significance are credited in the amount of 100% to the district and city budgets of regional significance.
3. Establish that receipts according to the code of classification of the income of the unified budget classification "Individual income tax withheld at the source of payment" are credited to the regional budget in the amount of 100%.
4. To establish that the receipt is a code of classification of incomes of the unified budget classification "Social tax" shall be credited to the regional budget in the amount of 100%.
5. To establish that the revenues according to codes of classification of incomes of the unified budget classification "Fee for using water resources of superficial sources", "payment for forest use" and "payment for emissions into the environment" shall be credited to the regional budget in the amount of 100%.
6. Provide in the regional budget for 2021 the volume of budget withdrawals from district budgets to the regional budget in the amount of 140,018,759 thousand tenge, including:
Ili district – 138 418 759 thousand tenge;
Karasay district – 1,600,000 thousand tenge.
7. Provide in the regional budget for 2021 the volume of budget subventions transferred from the regional budget to district (cities of regional significance) budgets in the amount of 97,944,109 thousand tenge, including:

Note that the regional budget for 2021 provides for the receipt of targeted current transfers from the national budget in the amount of 147,099,820 thousand tenge, including for:
education 80 435 905 thousand tenge;
health 5 995 101 thousand tenge;
social assistance 28,933,098 thousand tenge;
establishment of additional payments to the official salary for special working conditions in cultural organizations and archival institutions for management and main staff of state cultural organizations and archival institutions-892,551 thousand tenge;
increase in remuneration of teachers of state organizations of secondary and additional education in the field of physical culture and sports 1,208,193 thousand tenge;
reimbursement of part of expenses incurred by the subject of the agro-industrial complex, with investment of 12,004,360 thousand tenge;
subsidizing within the framework of insurance and guarantee of loans of agricultural entities 500,000 thousand tenge;
subsidizing the interest rate on credit and leasing obligations under the direction of financial rehabilitation of agricultural entities 2,584 thousand tenge;
subsidizing interest rates for lending, as well as leasing for the purchase of farm animals, machinery and technological equipment 1,900,000 thousand tenge;
implementation of social and engineering infrastructure measures in rural localities within the framework of the project "Auyl-El besigi" 6,524,820 thousand tenge;
financing of priority transport infrastructure projects 5,065,639 thousand tenge;
implementation of activities under the State program for business support and development "business Roadmap-2025" 3,637,569 thousand tenge.
Note that the regional budget for 2021 provides for the receipt of targeted transfers for development from the national budget in the amount of 18,295,636 thousand tenge, including for:
construction and (or) reconstruction of housing of communal housing stock 4,084,774 thousand tenge;
design, development and (or) arrangement of engineering and communication infrastructure 6,056,404 thousand tenge;
development of the water supply and sanitation system under the regional development Program until 2025 3,606,296 thousand tenge;
the development of transport infrastructure 983 668 thousand tenge;
development of social and engineering infrastructure in rural localities within the framework of the project "Auyl-El besigi" 3,262,410 thousand tenge;
implementation of budget investment projects in small and single-industry towns 302,084 thousand tenge.
Provide in the regional budget for 2021 subvention receipts from the Republican budget in the amount of 190,908,951 thousand tenge.
Provide in the regional budget for 2021 for the receipt of loans from the national budget in the amount of 5,474,992 thousand tenge.
Take into account that the regional budget for 2021 provides for targeted current transfers to district (cities of regional significance) budgets, including for:
implementation of measures to provide social support to specialists;
providing social assistance to citizens for partial payment of the initial payment under the "7-20-25" program»;
purchase of housing of communal housing stock for socially vulnerable segments of the population and (or) low-income large families;
payment for services of individual assistants;
development of the labor market;
ensuring the rights and improving the quality of life of disabled people in the Republic of Kazakhstan;
productive employment and the development of mass entrepreneurship;
payment of state targeted social assistance;
introduction of social work consultants and assistants in employment centers;
subsidizing the cost of the employer on creation of special workplaces for employment of disabled people;
introduction of standards for the provision of special social services;
establishment of additional payments to the salaries of employees who provide special social services in state organizations of social protection of the population;
establishment of additional payments to the official salary for special working conditions in cultural organizations and archival institutions for management and main personnel of state cultural organizations and archival institutions;
increase in remuneration for teachers of state organizations of secondary and additional education in the field of physical culture and sports;
implementation of social and engineering infrastructure measures in rural localities within the framework of the "Auyl-El besigi" project»;
measures to prevent and eliminate emergency situations of the district (city of regional significance);
repair of housing and communal services, engineering and transport infrastructure, social and cultural facilities and improvement of localities in the framework of the employment Roadmap for 2020-2021.
The distribution of these transfers to district (cities of regional significance) budgets is determined on the basis of the decree of the akimat of the Almaty region.
Take into account that the regional budget for 2021 provides targeted transfers for the development of district (cities of regional significance) budgets, including for:
design, development and (or) arrangement of engineering and communication infrastructure;
design and (or) construction, reconstruction of housing of the municipal housing stock;
development of water supply and sanitation systems;
development of water supply and sanitation systems in rural localities;
development of social and engineering infrastructure in rural localities within the framework of the project " Auyl-El besigi»;
development of the heat and power system;
development of public utilities;
implementation of budget investment projects in single-industry towns;
development of engineering infrastructure in the framework of the regional development Program until 2025;
construction and (or) reconstruction of housing and communal services, engineering and transport infrastructure, social and cultural facilities, and engineering and communication infrastructure within the employment Roadmap for 2020-2021.
The distribution of these transfers to district (cities of regional significance) budgets is determined on the basis of the decree of the akimat of the Almaty region.
Take into account that the regional budget for 2021 provides loans to district (cities of regional significance) budgets for the implementation of social support measures for specialists.
The distribution of this credit to district (cities of regional significance) budgets is determined on the basis of the decree of the akimat of the Almaty region.
To provide in the regional budget for 2021 the receipt of transfers from district budgets, budgets of cities of regional significance in connection with changes in legislation in the amount of 158,000,000 thousand tenge.
The distribution of transfer receipts from district budgets and budgets of cities of regional significance is determined on the basis of the decree of the akimat of the Almaty region.
Note that the regional budget for 2021 provides for expenditures to the Republican budget in connection with changes in legislation in the amount of 20,000,000 thousand tenge.
17. Provide in the regional budget for 2021 for carrying out measures for environmental protection and development of facilities in the amount
of 992,746 thousand tenge.
18. Provide for 20,906,686 thousand tenge in the regional budget for 2021 to ensure the functioning of highways and the development of transport infrastructure.
Approve the reserve of the Almaty region akimat for 2021 in the amount of 678,585 thousand tenge.
Approve the list of regional budget programs (subprograms) that are not subject to sequestration during the execution of the regional budget for
2021 in accordance with Annex 4 to this decision.
21. Akims of districts and cities should ensure full and high-quality implementation of forecast indicators of the regional budget for taxes and payments, reduce arrears of economic entities to budgets of all levels and find additional revenue sources.
Control over the implementation of this decision is assigned to the permanent Commission of the regional maslikhat "on budget, tariff policy and law enforcement".
