About modification and additions to the decision of the Almaty regional
maslikhat of December 13, 2019 No. 55-282 "About the regional budget of the Almaty region for 2020-2022»
In accordance with paragraph 4 of article 106 of the Budget code of the Republic of Kazakhstan of December 4, 2008, subparagraph 1) of paragraph 1 of article 6 of the law of the Republic of Kazakhstan dated 23 January 2001 "About local state management and self-government in the Republic of Kazakhstan", the Law of the Republic of Kazakhstan dated November 3, 2020 "About modification and additions in the Law of the Republic of Kazakhstan "on Republican budget for 2020-2022 years" and decree of the Government of the Republic of Kazakhstan of November 6,
2020 No. 742 "on amendments and additions to the decree of the Government of the Republic of Kazakhstan dated December 6, 2019 No. 908
" on the implementation of the Law of the Republic of Kazakhstan "on the Republican budget for 2020-2022", Almaty regional maslikhat.:
Add to the decision of the Almaty regional maslikhat "on the regional budget of the Almaty region for 2020-2022" dated December 13, 2019
No. 55-282 (registered in the Register of the state registration of regulatory legal acts No. 5371, published 6 January 2020 in the Reference control Bank of regulatory legal acts of the Republic of Kazakhstan) the following changes and additions:
item 1 of the specified decision to state in the new edition:
"1. To approve the regional budget for the years 2020-2022, according to the annexes 1, 2 and 3 to this decision respectively, including for 2020 in the following amounts:
1) income – 558 778 975 thousand tenge, including:
income tax – 30 677 740 thousand tenge;
non – tax revenues-230 2 034 thousand tenge;
proceeds from the sale of fixed capital – 45,970 thousand tenge;
transfers received – 525 825 231 thousand tenge;
2) costs – 570 021 605 thousand tenge;
3) net budget crediting – 75 956 069 thousand tenge, including:
budget loans – 82 575 994 thousand tenge;
repayment of budget loans – 6 619 925 thousand tenge;
4) balance on operations with financial assets – KZT 2,487,644 thousand, including:
acquisition of financial assets-KZT 2,487,644 thousand;
5) budget deficit (surplus) – ( - ) 90,269,759 thousand tenge;
6) financing the deficit (using the surplus) of the budget –
90,269,759 thousand tenge.";
add items 6-1, 6-2:
"6-1. To provide in the regional budget for 2020 the receipt of transfers from district budgets, budgets of cities of regional significance to compensate for losses of the regional budget in the amount of 6,721,175 thousand tenge.
The distribution of transfer receipts from district budgets and budgets of cities of regional significance is determined on the basis of the decree of the akimat of the Almaty region.
6-2. Note, in the regional budget for the year 2020 costs to compensate for losses of the Republican budget in connection with introduction of state of emergency in the amount of 15 354 487 thousand tenge.";

the line: "subsidizing under insurance and loan guarantee of agricultural entities – 1,500,000 thousand tenge;" delete;
numbers "8,998,906" replace with numbers " 11,799,917»;
the number "5 161 011" is replaced by the number "2 360 000»;
the line: "compensation to individuals and legal entities of expenses on a bookmark and cultivation of destroyed fruit crops, infected with the bacterial burn of fruit – 122 627 thousand tenge;" to exclude;

in paragraph 9:

in paragraph 11:

in paragraph 16:

in paragraph 17:
replace the numbers " 27 003 684 "with the numbers" 26 854 324".
Annex 1 to the said decision should be amended in accordance with the Annex to this decision.
Control over the implementation of this decision is assigned to the permanent Commission of the regional maslikhat "on budget, tariff policy and law enforcement".
This decision is effective from January 1, 2020.
