In accordance with subparagraph 1), the law of the Republic of Kazakhstan "on amendments and additions to the law of the Republic of Kazakhstan" on the Republican budget for 2020-2022" of November 2020 "and the resolution of the government of the Republic of Kazakhstan" on implementation of the law of the Republic of Kazakhstan "on the Republican budget for 2020-2022" of December 6, 2019 No. 908" of the Government of the Republic of Kazakhstan" of November 2020:
1. resolution of the Almaty regional maslikhat dated December 13, 2019 "on the regional budget of Almaty region for 2020-2022"
No. 55-282 (in the Register of state registration of normative legal acts
To make the following amendments and additions to the decision (registered No. 5371, published on January 6, 2020 in the reference control Bank of regulatory legal acts of the Republic of Kazakhstan):
paragraph 1 of the said decision should be redrafted:
"1. approve the regional budget for 2020-2022 in accordance with annexes 1, 2 and 3 to this decision, respectively, including for 2020 in the following amounts:
1) income-KZT 569,623,936 thousand, including:
tax revenues-KZT 30,677,740 thousand;
non-tax revenues-KZT 2,230,034 thousand;
proceeds from the sale of fixed capital-KZT 45,970 thousand;
transfer receipts-KZT 536,670,192 thousand;
2) expenses-KZT 581,895,166 thousand;
3) net budget lending - KZT 77,005,211 thousand, including:
Budget Loans-KZT 83,625,136 thousand;
repayment of Budget Loans-KZT 6,619,925 thousand;
4) balance on transactions with financial assets –
1,987,644 thousand tenge, including:
acquisition of financial assets-KZT 1,987,644 thousand;
5) budget deficit (surplus) – ( - ) 91,264,085 thousand tenge;
6) financing of the budget deficit (use of the surplus)
- 91,264,085 thousand tenge.»;
Add item 6-1:
"6-1.in connection with the introduction of a state of emergency in the regional budget for 2020, provide for the receipt of transfers from district budgets in the amount of 10,757,926 thousand tenge.
Distribution of transfer receipts from district budgets is determined on the basis of a resolution of the akimat of Almaty region.»;
In Paragraph 8:
Replace the number "161 063 230" with the number " 153 124 132;
Replace the number "45 893 924" with the number " 49 465 408;
Replace the number "5 176 908" with the number " 5 123 339;
Replace the number "54 525 577" with the number " 43 625 325;
"for special working conditions in cultural organizations and archival institutions, to establish an additional payment to the official salary for the management and main personnel of state cultural organizations and archival institutions
- 849,044 thousand tenge; " after the line, add the following lines::
to increase the remuneration of teachers of state organizations of secondary and additional education in the field of sports-604,097 thousand tenge;
withdrawal of land plots for state needs-KZT 771,926 thousand;
Payment of remuneration to employees of internal affairs bodies for work during the special regime of service in connection with the spread of COVID-19 coronavirus infection - 366,940 thousand tenge;»;
Replace the number "202 851" with the number " 201 255;
delete the line " 1,500,000 thousand tenge – for subsidies within the framework of guaranteeing and insurance of loans of subjects of the agro-industrial complex;";
Replace "8,998,906" with "11,798,906";
Replace the number "5 161 011" with the number " 2 361 011;
delete the line " to reimburse individuals and legal entities for the cost of planting and growing destroyed fruit and berry crops infected with bacterial fruit burns-122,627 thousand tenge;";
Replace the number "10 746 338" with the number " 10 070 837;
In paragraph 9:
Replace the number "33 603 259" with the number " 33 396 982;
Replace the number "2,845,915" with the number " 2,639,638;
In paragraph 11:
Replace the number "6,672,450" with the number " 6,897,492;
In paragraph 13:
after the line" drawing up technical data sheets for the irrigation system", add the following lines::
to increase the remuneration of teachers of state organizations of secondary and additional education in the field of sports;
withdrawal of land plots for state needs;".
2.annex 1 to the said decision should be redrafted in accordance with the annex to this decision.
3.control over the implementation of this decision is entrusted to the Standing Committee of the regional maslikhat "on Budget, tariff policy and ensuring compliance with the rule of law".
4.this decision is effective from January 1, 2020.
