EXPLANATORY NOTE
to the draft decision of the regional Maslikhat
on amendments to the regional budget in 2020
(October 2020)
In accordance with paragraph 4 of article 106 of The budget code of the Republic of Kazakhstan dated December 4, 2008, the following proposals are made to clarify the expenditures of the regional budget.
In accordance with the decree Of the government of the Republic of Kazakhstan dated September 11, 2020 "On adjusting the indicators of the updated Republican budget for 2020 and making amendments and additions to the decree of the government of the Republic of Kazakhstan dated April 9, 2020 No. 187 "On the implementation of the Decree of the President of the Republic of Kazakhstan "On the updated Republican budget for 2020" No. 578, targeted transfers allocated for employment through the development of infrastructure and housing and communal services in the framework of the employment Roadmap for the 2020-2021 years in the amount of – $ 3.2 billiontenge, including:
- target current transfers – 3.1 billion tenge;
- targeted transfers for development – 101.9 million tenge.
Taking into account the fact that the revenue plan was exceeded by 114.6% for the first 9 months (203.1 billion tenge was received with a forecast of 177.2 billion tenge) and due to the need to solve problems on financing urgent expenses, it is proposed to increase the revenue forecast for the current year by 16 billion tenge.tenge and send it to the following events.
At the beginning of the new 2020-2021 academic year, there are 760 secondary schools, the number of children - 429141 students, 21262 units of class sets. Compared to the previous school year, the number of students increased by 18,812 children, the number of classes by 895. Accordingly, the growth in the number of students requires additional funding. According to the tariff lists of schools, the need until the end of this year only for the salary Fund with deductions is 2.8 billion tenge, for current expenses (books, General education, computers) – 1.8 billion tenge.tenge.
In accordance with the order of the Ministry of education and science of the Republic of Kazakhstan dated August 13, 2020 No. 345, at the beginning of the school year, there are 4,788 duty groups with a contingent of 59,407 students in 368 secondary schools of the region. By the end of this year, teachers of duty groups need an additional 3.2 billion tenge for their salaries.
According to the method of per capita financing for existing preschool educational organizations in 2020, the need is 28.4 billion rubles.tenge. To open new 18,607 places and maintain them by the end of this year, 1.5 billion tenge is needed. In total, the annual demand for DDA is 29.9 billion rubles.tenge. The budget provides for 23.7 billion rubles.tenge. Additional demand by the end of the year is 6.2 billion tenge.
According to the development budget expenditures, 572.3 million tenge is proposed to be allocated for the elimination of three – shift training in ili and Talgar districts for the continuation of work on the construction of two schools.
It is proposed to allocate an additional 1.5 billion rubles for agriculture.tenge, including:
- subsidizing the production of priority crops – 560 million tenge;
- state registration and registration of tractors, trailers, self-propelled agricultural, land reclamation and road construction machines and mechanisms - 5 million tenge;
- subsidizing the cost of fertilizers (excluding organic ones)– 300 million tenge;
- subsidizing the costs of processing enterprises for the purchase of agricultural products for the production of products of its deep processing in the field of animal husbandry – 602.4 million tenge.
