Analytical note
The program of development of Almaty region for 2016 - 2020 is adopted by the decision of regional maslikhat from December 14, 2015 No. 51-288 (as amended by the Decision of regional maslikhat from 7 November 2018 No. 36-195).
The program provides achievement of the objectives 25 and 133 targets, including 81 - according to the core list of indicators, approved by order of the Minister of national economy (29.06.17, No. 260).
Thus, of the 26 objectives of the programme fully achieved 19, in part – 7 of 81 target indicators – 73 not achieved – 8.
To achieve strategic goal 1 "Ensuring high-quality and stable economic growth", 3 target indicators are planned.
According to the indicators "index of physical volume of gross regional product" (target value of at least 103.5%), "Gross regional product per capita" (target value – 1,348. 5 thousand tenge), the probability of achieving this is high.
For 9 months of 2018, the implementation of the planned goal was 102.7%.
According to preliminary calculations for 2018, the region's GRP amounted to 2,727. 4 billion tenge, the physical volume index – 103.5%, per capita – 1,341. 6 thousand tenge.
GRP data for 2018 will be presented by the statistics Committee on the 100th day after the reporting quarter.
The indicator "growth of tax and non-tax revenues to the local budget" has been achieved (the target value is at least 103% by the end of the year).
The volume of tax and non-tax revenues amounted to 196.6 billion rubles.tenge with an increase of 116% by 2017, the over-fulfillment of the indicator was 112.6% of the planned goal.
The growth was achieved due to an increase in the production of excisable products, an increase in the excise tax rate on tobacco (24%), one – time receipts, additional property tax receipts from THE "Asian gas pipeline" - 1.5 billion tenge due to stricter administration and other one-time receipts.
