Rules
1. General Provisions
1.1.this regulation of the regional educational and methodological Center for identification and support of gifted children and talented youth" Zhetysu daryny " (hereinafter referred to as the regulation) defines the organizational and methodological basis for the activities of the Center for work with gifted children and talented youth (students of schools, colleges and universities) in the regions of Almaty region.
1.2 the activity of the Center is aimed at identifying, training, developing, educating and socialization of gifted children and talented young people.
1.3.in its activities, the Center is guided by the Constitution of the Republic of Kazakhstan, resolutions of the Government of the Republic of Kazakhstan, normative legal acts of the Ministry of Education and science, as well as this regulation and the Charter of the center developed on their basis. The charter is developed by the center.
1.4.the Center's activities are based on the principles of openness, accessibility, humanism, equality, priority of universal values, free personal development, protection of the rights and interests of children and their parents.
1.5. the Center is responsible for the compliance of the projects and programs developed by them in accordance with the procedure established by the legislation of the Republic of Kazakhstan, as well as the applied forms, methods of psychological support in accordance with the age characteristics, inclinations, abilities, interests and needs of children and young people.
1.6. the Center provides information to students, young people, parents, teachers and all interested parties about regulatory documents, scientific and methodological manuals on the identification and support of gifted children and talented youth.
2. goals and objectives of the Center's activities
2.1.the purpose of the Center is to identify the maximum number of gifted students and talented young people; to promote improving the level of intellectual training, to develop conditions for the realization of intellectual and personal potential of children and youth, professional self – determination and formation, regardless of their social status and financial capabilities of the family; to create a social elevator for gifted children and talented young people.
2.2. main tasks of the Center:
- development of a systematic approach to identification and psychological and pedagogical support of gifted children and young people;
- creation of a material, technical and educational base for working with gifted children and talented young people;
- formation of a system of network interaction and a unified information space for working with gifted children and talented youth;
- Creation of a unified national register of talents of Kazakhstan;
- creation of an electronic data bank on working with gifted children and talented youth in the region and country;
- study, systematization and selection of methods that ensure the organization of work with gifted children and talented young people;
- assistance in the implementation of projects of regional and national significance aimed at developing and improving work with gifted children and talented youth;
- assistance to teachers in mastering methods of working with gifted children and talented young people;
- organization and holding of Olympiads, competitions, regular trainings, specialized shifts, camps, including remote creative workshops for gifted children and talented youth;
- involvement of children and young people in research activities, scientific and technical creativity, development of self-education skills;
- creation of a mechanism for targeted support for gifted children, talented youth and teachers working with them;
- formation of a system of Planning, Monitoring and analysis of work with gifted children and talented youth on the territory of the region;
- dissemination of positive experience of working with gifted children and talented young people;
-conducting intellectual events in general education subjects at the national and international levels (tournaments, marathons, competitions, games, festivals, scientific competitions and Olympiads).
3. areas of activity of the Center
3.1. organizational and economic support:
- creation of a regulatory, material-technical, financial-economic, informational, scientific and methodological base for working with gifted children and talented young people;
- carrying out work aimed at identifying, developing and social adaptation of gifted students and talented young people;
-conducting planned events with gifted children and talented youth in the regions.
3.2. regulatory support:
- participation in the development of draft normative legal acts in the field of activity;
- creation of information collections, regulatory legal acts (including electronic ones) regulating work with gifted children and talented youth;
- conducting information seminars on legal regulation of work with gifted children and talented youth.
3.3. identification and psychological and pedagogical support:
- development and testing of a set of diagnostic procedures and methods aimed at early detection and monitoring of the development of gifted children and talented youth;
- creating conditions for identifying gifted children and talented young people through Olympiads, competitions, festivals, and competitions;
- development and testing of programs of psychological and pedagogical support for gifted children and talented youth;
- conducting methodological and practical seminars, master classes, conferences, round tables, lectures and other events for parents and teachers;
- advising parents, teachers and all interested parties on identifying and supporting gifted children and talented young people;
- conducting annual monitoring and analysis of the center's work;
3.4. identification and development of gifted children and talented youth:
- development, organization and holding of classes and creative workshops of various forms;
- planning and conducting events for gifted children and talented young people;
-organization and financial support of participation of gifted children and talented youth in regional, national and international events.
3.5. education and socialization of gifted children and talented young people, support the development of their abilities and talents:
- development and implementation of social and educational projects.
3.6. creating conditions and supporting the professional growth of teachers:
- Organization of a system for improving the professional skills of teachers;
- providing scientific, methodological and educational support to teachers;
- support for teachers ' participation in regional, national and international events for the exchange of professional experience;
- awarding of teachers based on student achievements;
- study, generalization and dissemination of best practices in working with gifted children, including:
1) formation of a database of data on the best experience of teachers with gifted children and Talented Youth, Study of the experience of other regions of the Republic of Kazakhstan and international experience of working with gifted children;
2) dissemination of experience of productive pedagogical work with gifted children among the regions through a system of methodological events, internet sites, publications in the mass media.
3.7. information and methodological support:
- creation of a unified data bank on gifted children, talented youth and their teachers, applied programs, technologies;
- creation of an information base on regional, national and international competitions;
- maintaining the internet page "working with gifted children and talented youth" on the center's website»;
- organizational and methodological support for conducting Olympiads, competitions, conferences and other events for gifted children and talented youth;
- preparation and publication of methodological recommendations, collections of materials from the experience of working with gifted children.
4. Rights of the Center
4.1. The Center has the right:
- Request information related to working with gifted children and talented youth in accordance with the procedure established by regulatory legal acts of the Republic of Kazakhstan:
1) on regulatory support of this area of work;
2) planned activities and their implementation;
3) about gifted children and talented youth;
4) on developed and implemented educational projects and programs for working with gifted children and talented youth;
5) about teachers working with gifted children;
6) about advanced pedagogical experience;
7) about the problems and ways to work with gifted children;
8) about the need for resource assistance.
4.2.inform educational organizations and other interested bodies about testing projects, programs, methods, diagnostic tools for working with gifted children and talented youth, as well as participate in their implementation.
4.3.consideration of issues related to working with gifted children and talented youth in the region.
5. tasks of the Center
5.1.timely inform educational organizations of the region about new trends in working with gifted children and talented youth, scientific and methodological and educational developments, and best practical experience in working with gifted children.
5.2.providing diagnostic and scientific and methodological manuals to teachers of the region working with gifted children and talented youth.
5.3.DEVELOPMENT of a systematic approach to the identification, development and psychological and pedagogical support of gifted children and talented youth.
5.4.Organization of work on diagnostics of children and young people.
5.5.ensure the implementation of the work plan with gifted children and talented youth.
