regulations on the Department of preschool, extracurricular and boarding schools
1.1.the Department of preschool, extracurricular and boarding institutions is a structural division of the state institution "Department of Education of Almaty region".
1.2.in its activities, the structural division is guided by the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, acts of the president and government, other normative legal acts, as well as this regulation.
1.3.the structure and staffing of a structural division is approved by an authorized official of the state body in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
2.1.coordination of the work of district and city departments of education, guided by regulatory legal documents in the organization of pre-school education and training, pre-school classes, additional education, inclusion of children with special educational needs in the educational process, the work of boarding schools, physical education in general education schools, sports, primary Military Training, Summer health-improving activities of special specialists and students.
2.3.participation in the preparation of draft resolutions of the regional akimat, decisions, orders of the regional Akim on issues falling within the competence of the Department, development of a program and plan for the development of education in the region.
2.4.coordination and direction of work on interaction with state bodies and non-governmental public organizations in the development of pre-school, extracurricular and inclusive education.
2.5.organization and registration of Public Service in accordance with the law of the Republic of Kazakhstan" on public service of the Republic of Kazakhstan".
2.6.supervise personnel issues in educational institutions of the region.
2.7.execution of orders on appointment, dismissal, granting of leave and other leave, disciplinary responsibility of the first heads of educational institutions in accordance with the Labor Code of the Republic of Kazakhstan.
3.1.development of proposals related to the education and social adaptation of adolescent children with developmental disabilities.
3.2.providing educational and methodological assistance to the educational process on issues within the competence of the Department.
3.3.providing advisory assistance to state bodies and organizations within their competence, developing proposals.
3.4.preparation and holding of meetings, seminars, conferences, round tables, competitions and other events on supervised issues.
3.5.conducting research work on supervised issues preparation of analytical certificates, submission for consideration to the board of the Department of education on improving the work of the Department.
3.6.coordination of the work of the regional psychological and pedagogical Consultation, Psychological and pedagogical correction offices.
3.7.coordination of the work of regional general and special boarding schools.
3.8.conducting research on the implementation of State mandatory standards of education at the relevant levels of Education.
3.9.generalization and dissemination of positive experience on issues falling within the competence of the Department.
3.10.identification of zones and sites for conducting a pedagogical experiment in coordination with local educational organizations.
3.11.prepares, analyzes, and maintains quarterly and annual reports related to the activities of regulations for the provision of Public Services.
3.12.perform other functions provided for by law.
3.13.carry out work on certification of civil servants and teachers of educational institutions of the region in accordance with the rules and conditions for certification of teachers and persons equated to them.
3.14.in accordance with the order of the minister of Education and science of the Republic of Kazakhstan dated January 11, 2018 No. 13 "acceptance of documents for certification for assignment (confirmation) of qualification categories to teachers and persons equated to them of educational organizations implementing programs of preschool education and training, primary, basic secondary, general secondary, technical and professional, post-secondary education".
3.15.implementation of monitoring of personnel issues in the field of education in the region.
4.1.make proposals for making changes or additions to the regulatory legal acts of the Republic of Kazakhstan in the field of Education.
4.2.request from bodies, institutions, and organizations information necessary for the performance of the Department's activities.
4.3.participate in making decisions on issues related to the Department's activities.
