On September 01, Head of State Kassym-Jomart Tokayev at a joint session of the parliament announced a message on the topic "Unity of the people and systemic reforms – a solid foundation for the prosperity of the country" and defined a strategy for the further development of Kazakhstan. The message that opens up new opportunities will undoubtedly strengthen the people's faith in the future.

Kassym-Jomart Kemelevich raised such topical issues as post-pandemic economic development, accelerated promotion of digitalization, improving the efficiency of the healthcare sector, the development of agriculture, the promotion of science and education, increasing the popularity of sports and physical education, ecology, the labor market, strengthening the fight against corruption, and others, and drew attention to ways to solve them.

The President began his Message to the people of Kazakhstan with words dedicated to the 30th anniversary of the country's independence.

- This year we are celebrating our 30th anniversary. Independence is our value. Kazakhstan has become known throughout the world as a successful country thanks to the individual policy of the First President, Elbasy. Our main achievement is that we have become a united country, created a new state. In Central Asia, we have become one of the leaders with a developed economy and an influential member of the international community. Having formed a sustainable society, we have embarked on the path of sustainable development. We are working as one country to strengthen our statehood. It is important for us that every citizen feels for the benefit of independence. Its main manifestation is peaceful life in the country, stability and tranquility in society. As well as improving the quality of life of the population and a confident look of young people into the future. All our initiatives are aimed at this, " the President said.

The Head of State outlined the main priorities of the Address and noted that improving the welfare of Kazakhstanis is his main goal as president.

To achieve this goal, 5 main initiatives were announced.

First, Kassym-Jomart Tokayev announced the decision to increase the minimum wage from 42,500 to 60 thousand tenge from January 1, 2022.

Secondly, it is necessary to increase the wage fund, which over the past 10 years lags behind the income of business owners by 60%. In this regard, the government was instructed to develop measures to stimulate business to increase the wages of employees. Employers who have increased the wages of their employees will be provided with benefits during procurement, priority will be given to state support.

Thirdly, the head of state proposed to reduce the amount of a single payment from the wage fund for micro and small businesses from 34 to 25 percent. This contributes to the withdrawal of thousands of business workers from the" shadow turnover", full participation in pension, social and medical insurance systems.

Fourth, the President instructed to increase the salaries of cultural workers, archivists, librarians, technical workers, rangers, transport drivers by an average of 20 percent annually from 2022 to 2025. The benefit of this initiative is generally seen by another 600 thousand Kazakhstanis.

Fifth, Kassym-Jomart Tokayev believes that it is necessary to transfer part of the savings in the Pension Fund to the Otbasy Bank account and thereby allow the purchase of housing. According to him, this teaches proper use and proper fundraising. The President appealed to the deputies of the parliament present at the joint session with an appeal to delve into the subtleties of each bill and prepare it qualitatively.

He stressed that he should always be persistent in protecting the interests of the people. According to the head of state, every decision should be made taking into account both the demand of the country and the capabilities of the state.

The Head of State focused on the achievements of our country, achieved thanks to a single work, and stressed the readiness for any risks in the future.

Every citizen of the country should feel for the benefit of independence, firmly convince the younger generation of their future. In this regard, he identified several priority areas of socio-political development of the country: technological support for agriculture and the development of the agricultural sector, the national geological service and subsoil use. He also proposed to complete the reforms initiated within the framework of the" National Plan", to plan housing programs as efficiently as possible for the population.

In his Address, the President touched upon the issue of extending key programs in the country until 2022.

"I urge you to unite within the framework of rational ideas of a political document and smoothly implement the historical tasks set for us.

In his Message, the President, as always, paid great attention to education. The Head of State spoke in detail about the work done to further improve the quality of modern education of the younger generation. Among them are the issues of teachers ' salaries, the construction of new schools due to the lack of student places, early preparation of children for the profession, the availability of full access to education for children from low-income families, children with disabilities.

It is necessary to expand the area of land needed for forage harvesting, the head of state stressed.

"The weather conditions have shown that there are serious problems in animal husbandry. In this regard, the President noted that it is necessary to make extensive use of the capabilities of space monitoring and remote sensing.

"The effective use of pasture lands is also very important. Now the peasants do not have access to the cattle prog. In this regard, the Head of state stressed the need for special attention to the issue of providing pasture lands for livestock of private subsidiary farms. It is emphasized that specific measures will be taken to reform the veterinary medicine system by the end of the year. In particular, in connection with measures to digitalize processes, collect and automate data, train specialists and increase their salaries, the government needs to take concrete measures to reform the veterinary system by the end of the year.

The President on food prices: the issue needs to be adjusted, first it will be an inappropriate price increase and the correct distribution of the work of the commodity industry. The Head of State also noted that commodity producers need a single control for them to maintain price stability. It is necessary to settle the issue of price regulation. At the same time, the government must make a decision within 1 month, " the President said.

In conclusion, Kassym-Jomart Tokayev recalled the need for effective work of the state apparatus.

- The state apparatus is obliged to work in a single mechanism. Only then will we be able to achieve our goals, " the head of state said.
