Concept
Introduction
The national competition" mereyli otbasy " (hereinafter referred to as the competition) is aimed at reviving moral values and promoting a positive example of family and marriage (matrimony), increasing the status of the family.
The competition will be announced no later than May 15.
Information about the contest is published in the media, as well as in the official accounts of the Ministry of Health, M & E and other social networks.
The competition is held in accordance with the rules for holding the national competition "Mereyli otbasy" (hereinafter referred to as the rules) approved by the resolution of the Government of the Republic of Kazakhstan dated March 5, 2014 No. 181 (the rules were amended by the resolution of the government of the Republic of Kazakhstan dated May 6, 2021 No. 306 and dated November 16, 2022 No. 904).
Purpose of the competition:
1) strengthening the institution of the family, morality, spirituality, recognizing the importance of responsible marriage;
2) increasing the responsibility of parents in raising children;
3) Promotion and popularization of Family Values, care for disabled and elderly parents of adult children;
4) promotion of a positive image of the Kazakh family.
Procedure for conducting the competition:
1.Approval of the composition of the organizing committee for coordination of work on the preparation and holding of the national competition "Mereyli otbasy" (hereinafter referred to as the organizing committee) by May 11, 2023.
2.Approval of the media plan for information support for the organization and holding of the national competition "Mereyli otbasy" by May 11, 2023, as well as coordination of the preparation and conduct of all stages of the competition.
3.holding the first meeting of the Organizing Committee until May 15, 2023.
4.on May 15, 2023, on the eve of the International Day of Families (International Day of Families), the start of the national contest "Mereyli otbasym2023 with the hashtag #Otbasym2023 will be announced on the Republican TV channels" Khabar"," Khabar24"," Kazakhstan", the information and music program" Tansholpan", the official website of the Ministry of Health and social networks.
5.conducting two stages of the competition. The first stage is district (city), the second – regional (city of Republican significance, capital).
6.the Ministry of Health prepares a cycle of programs (videos) about the winning families, publishes them on the TV channels "Khabar", "Khabar24", "Kazakhstan", in the information and music program "Tansholpan", on the official website of the Ministry of health and social networks.
7.until September 10, 2023, on the eve of Family Day, hold a solemn awarding ceremony for the winners of the competition (with the presentation of a diploma and a badge of distinction (statuette)).
The first stage–at the district (city)level:
1.creation and approval by May 11, 2023 of a commission for determining the winners of the competition from among interested state bodies, legal entities, public figures and laureates of the district (city) tour competition of previous years (hereinafter referred to as the Commission).
2.the regulation on the Commission is approved by the order of the Akim of the relevant administrative-territorial unit.
3.development and approval of a media plan for information support for the organization and holding of the national competition "Mereyli otbasy"by May 11, 2023, as well as coordination of the preparation and conduct of all stages of the competition.
4.from May 11, 2023, conduct an information and image Company on RTRK "Kazakhstan"and regional TV channels, on the official websites of the Office of the akimat of the region, district (city) and internet resources, social networks (opening a special column "Mereyli otbasy-2023") to announce the national competition"Mereyli otbasy".
5.on May 15, 2023, an announcement on the acceptance of applications for participation in the national competition "Mereyli otbasy" on regional TV channels, on the official websites of the Office of the akimat of the region, district (city) and on internet resources, social networks.
6.from May 15, 2023 to June 15, 2023, the district (city) commission accepts applications for participation in the competition in paper or electronic form in accordance with the annex to the rules. The last day of admission is June 14, 2023.
7.until June 29, 2023 (within no more than fifteen working days from the date of completion of acceptance of documents for participation), the district (city) commission conducts a comprehensive check of the information received and selects and identifies two families.
8.within two working days, they send their decisions together with tender documents to the regional (cities of Republican significance, the capital) commissions.

Second stage – regional (city of Republican significance, Astana):
1.formation and approval of the composition of the commission (hereinafter referred to as the Commission) for determining the winners of the regional (city of Republican significance, capital) competition from among interested state bodies, legal entities, public figures and laureates of the regional (city of Republican significance, Capital) Tour competition of previous years by May 11, 2023.
2.Approval of the rules of the Commission, selection criteria and the format of the competition.
3.no later than May 11, 2023, organize a meeting of regional (cities of Republican significance, the capital) commissions for the preparation and holding of the National Competition "Mereilifamily".
4.development and approval of a media plan for information support for the organization and holding of the national competition "Mereyli otbasy" by May 11, 2023, as well as coordination of the preparation and conduct of all stages of the competition.
5.until July 15, 2023, the commissions, within no more than fifteen working days from the date of receipt of documents from the district (city) commissions, carry out additional verification of the submitted documents (if necessary), conduct a selection and determine one family of the winner.
6.holding a meeting of the Commission in the mode of online broadcasts on the internet resource and official accounts in social networks of local executive bodies.
7.within two working days after the meeting, the commission sends its decisions together with the tender documents to the organizing committee.
