Ensuring sustainable economic development of the country as a whole depends on the state and level of development of private entrepreneurship and, first of all, small and medium-sized enterprises. It is this sector of the economy that has huge potential opportunities to solve many problems affecting the economic growth of the state, such as undeveloped competition, inefficient use of tangible and intangible resources, dependence of domestic demand on imports, unemployment, poverty, etc.
The role of small and medium-sized enterprises in economic diversification is important. In the conditions of industrial and innovative development, more and more large production facilities will be formed, in the working processes of which many subcontractors from among small and medium-sized businesses can be involved. In villages, small towns and single-industry towns, business entities should set a new impetus for development by working in sectors focused on meeting consumer demand of the population.
The program, which will be implemented in the period 2020 - 2024, will ensure the sustainable and balanced growth of regional entrepreneurship, as well as the maintenance of existing and the creation of new permanent jobs.
Four main directions of the Program implementation:
1) support for small businesses, including microenterprises;
2) industry support for entrepreneurs of industrial and innovative activities;
3) excluded by the Decree of the Government of the Republic of Kazakhstan dated 20.04.2020 No. 225;
4) provision of non-financial measures to support entrepreneurship.
Also, this Program defines the conditions for the provision of state support within the framework of the Mechanism for Crediting priority projects approved by the Decree of the Government of the Republic of Kazakhstan dated December 11, 2018 No. 820 "On some issues of ensuring long-term tenge liquidity to solve the problem of affordable lending" (hereinafter - the Mechanism).
