In three years 500 kindergardens have been opened for 19 thousand places in Almaty

During the meeting with the pedagogical society of the city, Almaty’s governor Bauyrzhan Baibek told that over the last five years the city’s education financing expanded almost for 27 billions tenge or 37%. In turn, this year’s budget totaled for 72.5 billions tenge.

By his speech, special attention was paid to the educational infrastructure development. Over 17 billions tenge were allocated for construction and overhaul this year.

9 state kindergardens for 1840 places are being built. In the new academic year, construction of another 4 state kindergardens for 840 places will be started.

An old school building №26 reconstruction was over. The state correctional kindergarden for 90 places was opened. In the Alatau district an additional extension to the school No. 151 for 600 places will be done. At the beginning of the second academic quarter, a school for 600 places and the extensions to schools No. 184 and 185 for 400 places will be done.

"At the beginning of the school year in the Nauryzbay region, a modern school-gymnasium with inclusive education conditions will be opened for 1200 places. The school is equipped with the necessary equipment for it - a tactile path, an elevator, special sanitary rooms, call buttons. Without stopping children's physical abilities and creating them a common communicative environment, we decide a very important task. We are forming tolerant behavior from an early childhood," said Bauyrzhan Baibek.

In general, over the past three years, 483 public and private kindergardens opened in Almaty for 18,790 places. During the same period, 3 public and 9 private schools and three outbuildings for 8,698 children were built.

At the same time, the governor of the city paid attention to the lack of places in schools and gardens. For example, in secondary schools, more than 17,000 places are not enough.

"In the condition of it, it is impossible to solve the problem by budget alone. So, we attract business by using the mechanism of public-private partnership and the social responsibility.Over the last 3 years at the Town Planning Council, investors built 71 kindergardens for 9,000 places. We will continue this practice. For example, additional training buildings in 4 central schools will be built by the company "Basis-A". This year 71 private kindergardens for 2,3 thousand places and 5 private schools for 2,5 thousand places have already been opened," he said.

According to the governor’s speech, a serious attention is paid to the children’s safety.

"Almaty is in the foothills, therefore the parents are worried about schools and kindergardens seismic safety. We do the corresponding work. For example, a new school in the Nauryzbaysky district, which I mentioned above, has been built with all the requirements of seismic safety including so-called non-structural security. Such work should be done in all educational organizations. Last year, for the first time we did a serious work on seismic strengthening of 28 educational facilities. Nowadays, 4 schools are being seismically improved. Until the end of the year it is planned to begin seismic reinforcement of 7 more schools. Naturally, these works should not influence the educational process, the department should take it into account beforehand," Bauyrzhan Baibek noted.

It also became known that within the framework of the Five Social Initiatives of the President in the next three years 37 dormitories will be built. Already today, construction of 7 buildings for 4 thousand seats is underway. Four of them will be introduced this year. In addition, about 50% of housing under the president’s program "7-20-25" is also under construction in Almaty.

In the course of his speech Almaty governor noted that the consciousness of a person changes not only education but also the environment.

"An open, comfortable and safe environment motivates a person to communicate, be generous, creative; to positive actions. This postulate over the past few years determines our work on a large-scale modernization of the city. Thus, a new Almaty with an open mind is being formed. What the Head of State is talking about in the program "Ruhani zhangyru". Embodying the principle of "City for people, not for cars", we create comfortable and safe public spaces. We organize accessible movement of citizens on foot or on bicycles. We gradually introduce convenient and safe public transport. We form a transparent, digitization-based economy," he said.

So, over the past three years, 524 streets, 800 km of engineering networks and almost 1,400 yards have been renovated. Several interchanges and piercings of main streets are under construction. Completed overhaul of all underground passages. For three years, the affiliated - Alatau and Nauryzbaysky districts - have been modernized according to the principle of polycentricity. Works on the reconstruction of the historic center of the city are continuing.

For 20 years, thanks to the growth of well-being, the number of cars has grown 10 times. On the one hand, it is certainly good. But after all, unnoticed cars drove the man to the roadside, squeezed people on narrow sidewalks, "stole" from us clean air, as rust ate all the comforts. Today we systematically change this situation and will continue to transform our city," concluded Bauyrzhan Baibek.
