Almaty school directors have been warned to forbid collecting money

Opening the meeting, the governor’s deputy of Almaty Arman Kyrykbaev noted that the Head of State paid a special attention to the education system, which was reflected in the recently announced Message to the people of the country. The funding of educational organizations is increasing from year to year. Only in the last 5 years, the financing of education in Almaty has increased by more than 27 billion tenge.

To enhance the quality of pre-school and school education, by the end of the year Almaty will approve a plan of measures to improve the qualifications of educators and introduce uniform qualification requirements with the transition to international standards PIZA, SAT, AST. As part of the execution of the instructions of the Head of State, the construction of schools will be synchronized with plans for the development of human settlements, for which purpose they will increase the pace of construction of schools through private investment.

At the same time, according to Daniyar Taumurat, director of the Department of the Agency for Civil Service and Anti-Corruption in the city of Almaty, the field of education requires active involvement in the implementation of state policy on countering corruption.

“Today, there are still facts when people report that they have to donate money for repairs, cleaning or holding an event. We are convinced that parents should not bear such expenses, as sufficient funds are allocated from the budget for all needs. Another measure to combat corruption is digitalization, which eliminates the human factor when making decisions in the process of rendering public services. The Department of Education is automating public services, last year the Almaty Mektep program was launched, and this year a program for setting and moving queues in kindergartens, ”said Daniyar Taumurat.

He added that the incoming information on extortion in schools will be carefully checked and, in cases of confirmation, the body will give an appropriate legal assessment. In the case of establishing the facts of extortion, the most stringent measures will be applied to the guilty persons, up to and including the bringing to criminal responsibility in accordance with the current anti-corruption legislation.

“The main task of teachers is the training and education of children. At present, there are no grounds for collecting money from parents for school repairs, for various acquisitions. It seems that some people forget that they work in the public sector. And everything that belongs to state educational organizations is the property of the state, which means taxpayers, ”added Gulnar Khodzhabergenova, head of the Education Department of the city.

According to her, in order to prevent the collection of funds every year, the Department of Education sends a letter “On the prohibition of collecting funds in educational institutions”, in which the first heads of educational organizations of the city are responsible for fulfilling the assignment. In 2018 alone, 7 school principals were dismissed.
