In Almaty, the director of a higher medical college was dismissed for disrupting state orders

As Kanat Tosekbayev reported, the head of the Public Health Department of Almaty, following the results of the state audit of the college’s activities, the facts of ineffective use of budget funds, as well as discrepancies between accounting data and tax reporting, were established.

The college director did not have an application for participation in the competition for the 2019-2020 academic year for a state order funded by the local budget, which is one of the primary and main tasks for the head of the educational institution. Thus, the failure to comply with the state order by a college, covering 60% of the total number of students, can lead to a shortage of middle-level personnel in the city’s medical organizations, as well as cause potential social tensions among applicants, especially from socially unprotected groups of the population.

“Sufficient funds are invested in the health sector, but the complaints from the public about the quality of medical services continue to increase from year to year. This is an ineffective drug supply, and rude staff. As they report to me now, it is basically impossible to find some directors of medical organizations, they behave like kings. Someone does not come to the workplace at all, they are engaged in personal enrichment, respectively, the team suffers. In the fight against corruption and ensuring the transparency of the city's healthcare system, we will rely on the population. Not a single statement, not a single complaint should remain unresolved, ”said Bauyrzhan Baybek.

The head of the city ordered to provide the head offices of all the medical organizations of the city with video cameras with a picture output to the Department of Public Health. In turn, the installed video camera in the office of the head of the department will be displayed to the supervising deputy governor of the city.

In addition, the head of the department was instructed to continue work on the creation of independent Supervisory Boards, to open a separate hot line for citizens to contact. The developed KPI indicators include the heads of medical organizations in labor contracts and more actively implement digital solutions to ensure full transparency of the entire diagnostic and treatment process.

By the project “Almaty – adaldyk kalasy”, together with the Agency for Civil Service and Anti-Corruption, a project on the organization of open space will be done with the placement of heads of reception rooms, heads of patient support services near registries and reception rooms.

“Even on the example of this college, we see problems in the management team, which does not fulfill its direct duties. We need professionals of the business, honest and decent heads who support their business. Such a manager will not organize calls for the purpose of protectionism. If this is a professional, if he is in his place and confident in his rightness and honesty, why does he need it? I repeat once again, if there are such facts, it is necessary to dismiss. In general, it is necessary to work actively with the participation of law enforcement agencies in all such cases and appeals. We cannot be good for everyone, it is necessary to take unpopular, but necessary measures and we will do it, ”the city’s governor noted.

Reporting on the realization of previously given instructions, the head of the Department of Public Health announced that in order to ensure transparency of procurement and provision of patients with medicines, from April of this year, the entire purchase of medicines will be transferred to an electronic platform. According to the results of the audit, it was revealed that 304 patients who received expensive drugs for the treatment of rare diseases were not residents of the city or they had already died. In this regard, work is underway on personalized distribution of drugs through the "Pharmacy Robot".

At the same time, an economic examination of the cost of all purchased medical equipment is carried out. To date, 46 affiliated Supervisory Boards at medical organizations have been disbanded. In order to form a high-quality management team of the health care system, 70 KPI indicators have been developed for each head of medical organization. In addition, this year it is planned to reorganize 28 medical institutions, today eight of them have already been reorganized.
