Akim of Almaty met with residents of Nauryzbay district
The fourth meeting of Almaty akim Erbolat Dossaev with the population took place in Nauryzbai district. More than 500 residents of the area attended the event.
Since the creation of the Nauryzbay district in 2014, investment attraction indicators have increased 16 times, tax revenues have increased 45 times, production volume has increased 2 times, the number of SMEs has increased 7 times - from 1,345 to 9,796.
During a meeting akim voiced the main problematic issues of the district, including the provision of social infrastructure, engineering networks, improvement of the city, creation of conditions for people with special needs, etc.
Today, only 30% of the district residents are provided with clean drinking water, most of them use water from open reservoirs and private wells. Dossaev noted that providing all residents with clean drinking water is a priority. 150 km of water pipelines (80% completed) and 75 km of sewerage networks (95% completed) are being built in 8 microdistricts. This year, the construction of Kargaly water intake with a modern purification system will be completed, and it is planned to build a water intake facility on Aksai River.
During his speech, akim noted that 282 transformer substations in the Nauryzbai district are privately owned. Their users pay for electricity almost 2 times more than the average for the city. At the same time, their deterioration reaches 80%. To resolve the issue, the akimat is engaged in the transfer of transformer substations and networks to the property of the city. To date, 77 substations have already been transferred to the balance of Alatau Light Company JSC, 39 more will be transferred in the near future.
In the Nauryzbai district, there is a shortage of routes, there are not enough stops. This year, 3 new routes will be opened in the region, 5 existing routes will be strengthened. It is planned to install 8 stopping complexes, at 27 sites there will be stands with the “bus stop” sign. In order to develop public transport system, the construction of the Kalkaman metro station has begun. It is located along Abay Avenue from Yassaui Street in a western direction to the intersection with Ashimov Street.
In addition, it is planned to repair roads with a length of 14.5 km, in April in the microdistrict Akzhar started construction of 45 km of roads on 89 streets. Punching of Abay Avenue from the administrative center of the district to the border of the city with a length of 600 meters continues. For this, 73 land plots will be purchased, 41 of them have already been purchased. Until the end of this year the design of the punching of the street will be completed. Erbolat Dossaev emphasized that the implementation of all these projects would “unload” traffic flows and ensure transport accessibility of the Nauryzbai district with the business center of the metropolis.
To address the lack of social facilities, the construction of new medical institutions, schools and kindergartens will continue. Today, the planned capacity is exceeded in the polyclinics of the district. Akim of Almaty said that in the near future it is planned to build a polyclinic for 500 visits in the Kuramys microdistrict, and a conclusion of the state expertise for the construction of a medical outpatient clinic for 200 visits in the Akzhar microdistrict will be received. At the same time, the possibility of buying out a land plot for the construction of a polyclinic in the area of \u200b\u200bthe residential complexes "Almasity", "Nurly Dala" is being considered.
The shortage of places in the schools of the district will continue in the coming years due to the high birth rate and internal migration. To resolve the issue, the construction of 3 schools for 4,500 places is being actively carried out. Last year, 2 private schools were opened in the district in the microdistrict. The deficit in preschool institutions exceeds 5 thousand places. Since the beginning of the year, with the attraction of private investment, 7 private kindergartens for 400 places have been opened in the district. By the end of the year, 5 more private kindergartens for 200 places will open.
During his speech, Erbolat Dosaev paid special attention to the creation of public spaces for the residents of the district. Currently in the md. Shugyla, the construction of a modern Center for Innovative Creativity and a park with an area of 5.5 hectares is underway. A school, a kindergarten, a polyclinic for 500 visits, a sports and recreation complex for 100 visits, a fire station and 1 more public garden are being designed as a single complex. It is also planned to reconstruct the embankment of the Kargaly River from the mudflow protection dam to Zhandosov Street in the district. The area of the improvement site will be 4.6 hectares. Work will begin next year.
In the Nauryzbai district, there is a tendency for the growth of persons with special needs - more than 2.8 thousand people. To support working disabled people, since the beginning of this year, the amount of subsidies for social jobs has been increased - from 63,000 to 92,000 tenge. 25 social infrastructure facilities of the district will be adapted for people with special needs. It is planned to repair 3 elevated pedestrian crossings, elevators will be repaired, the use of which should be intended exclusively for people with limited mobility.
This year, within the framework of the “Budget of Popular Participation” project, on behalf of the head of the city, the amount of funding for the Nauryzbay district has been increased by 500 million tenge - up to 1.8 billion tenge. At the suggestion of residents, 47 projects were selected that provide for the improvement and landscaping of pedestrian areas, with the arrangement of children's playgrounds and sports grounds, the installation of lighting and small architectural forms, the construction of public gardens for the leisure of the population of the district, as well as the improvement of the embankment of the Tastybulak River line and planting trees, current repairs of courtyards territories.
During the meeting with the mayor of Almaty, residents also raised issues of road repair, sewerage and electrical networks, landscaping, etc.
According to the new format of meetings with the population, approved by the Decree of the Head of State Kassym-Zhomart Tokayev, by the end of the year Yerbolat Dosayev will hold 24 meetings with the population - one meeting per quarter with residents of each of the 8 districts.
Recall, the first meeting of Almaty akim with the population took place in Bostandyk district on April 14, the second - with residents of Alatau district on April 28, the third - in Auezov district on May 12.
