Commentary on the situation with the booking of credit housing of the Akimat of Almaty city by residents of the Almaty region
JSC Otbast Bank (hereinafter referred to as the bank), within the framework of the Nurly Zher state program in the direction of Shanyrak, made a reservation for credit housing of the Almaty Akimat intended for the city's waiting list. Meanwhile, the list submitted by the bank to the akimat included residents of the Almaty region (Karasai, parts of Talgar, Ili, Enbekshikazakh, Zhambyl districts, as well as the territory of the Kapshagay administration - more than 150 settlements).
Credit housing in Almaty (LC "Nurly Dala" and residential complex "Alma City 5" in the Nauryzbay district, microdistrict "Madeniet" in the Alatau district) was built by the Department of Comfortable Urban Environment of the city of Almaty and, according to the law, is intended exclusively for those on the waiting list of the city of Almaty.
On October 28, 2021, a request was sent to the Ministry of Industry and Infrastructure Development to clarify the legality of the acquisition by the said citizens of credit housing from the Almaty Akimat. The ministry confirmed that credit housing can only be obtained by those on the waiting list at the place of registration.
According to Article 67 of the Law of the Republic of Kazakhstan “On Housing Relations”, housing from the communal housing stock is provided for use only to citizens registered in this locality.
Today, there are 33,059 people in the queue for credit housing of the Almaty City Akimat.
