Almaty companies have been offered to invest in the construction of student dormitories
Almaty entrepreneurs are offered to build student dormitories in exchange for placing a state order for the next 8 years. This proposal was voiced by Alpamys Satybaldin, Director of the Department of Promotion and External Communications of JSC "Financial Center" of the Ministry of Education and Science of the Republic of Kazakhstan, during a press conference of the Regional Communications Service.
To date, there are already intermediate results - 124 hostels for 30,630 places have been commissioned.
According to the mechanism, a university, college or private entrepreneur can build or reconstruct a building for a student dormitory and receive compensation after the facility is put into operation. In 2022, it is planned to commission 32 dorms for 11,057 places across the country.
Alpamys Satybaldin noted that the construction of any social facility is not only profitable, stable, but also a promising business project.
The main condition for placing a state order is the fact of residence of the student. That is, the principle of per capita financing works. The state order is placed in all organizations, with the exception of state institutions.
The annual size of the state order per student: during construction is 122 MCI (in the city of Almaty - 144 MCI), during reconstruction - 47 MCI (for the cities of Nur-Sultan and Almaty 92 MCI). At the same time, the first 12 months the state order is paid taking into account the adjustment factor, which is equal to two. For example, 100 people actually live, payments go for 200, but not more than the design capacity of the dorm. For these purposes, 152 billion tenge is provided in the republican budget.
“After the expiration of the period of payments from the state, the object remains in the property of the developer. The only condition will be the registration of an encumbrance to change the purpose of the object for a period of 20 years. Participation in this project is not only a profitable offer for business in terms of investment, but also an opportunity to contribute to improving the level of domestic education,” the speaker said.
Another advantage, named by Alpamys Satybaldin, is that along with the placement of the state order, the owner will have additional sources of income. So, the monthly fee for student accommodation is not included in the cost of the state order. Its size is regulated by the owner of the dorm and is determined by the conditions of the housing market in a particular region.
Also, the entrepreneur will be able to create commercial space for the provision of personal services, the main consumers of which will be residents (canteen, hairdresser, gym, and much more).
