On February 11, 2022, Kyrykbaev Arman Orazbayevich was appointed as the Deputy Akim of Almaty city by the order of the Akim of Almaty Yerbolat Dossayev in agreement with the Administration of the President of the Republic of Kazakhstan.
 
Arman Kyrykbaev was born on October 20, 1976 in the city of Tselinograd. He is a graduate of the Kazakh State Academy of Management, as well as the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan. Specializing in International Economics. He has a total work experience of more than 25 years in the public service, in the field of culture and youth policy.
He began his career as a referent, attaché of the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1996. From 1997-1999 - attaché of the Embassy of the Republic of Kazakhstan in Uzbekistan, from 1999 to 2000 - third secretary of the Ministry of Foreign Affairs of the Republic of Kazakhstan, then second secretary of the Committee for CIS Affairs of the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 2002 to 2004 - Director of the Strategy and Marketing Department of CSJC “ABE Corporation” , in 2004-2005 - General Director of LLP “K-MART.”
In 2005, he served as Deputy Akim of the Medeu District, from 2005 to 2006 - Director of the State Fund for the Development of Youth Policy in Almaty, from April 2006 to February 2008 - Director of the Department of Social and Political Work and Public Relations of the Ministry of Culture and Information of the Republic Kazakhstan.
He served as Chairman of the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan, was the deputy akim of the Karaganda region from January 2010 to February 2012.
Arman Kyrykbaev served as Vice Minister of Culture and Information of the Republic of Kazakhstan in 2012-2014, was an adviser to the First Deputy Chairman of the Nur Otan Party in 2014-2015. Also, from October 2015 to July 2019, he served as Deputy Mayor of Almaty for internal policy, health care, education, culture, youth policy, language development, etc. The last position he held was Nur Otan Party Secretary.
