During his speech to the deputies, Almaty’s governor Bauyrzhan Baybek noted that the Head of State Kassym-Zhomart Tokayev ordered the government to allocate 13 billions KZT from the republican budget for the development of the city and solving the most acute problems of the population.

So, 2 billions tenge will be invested in the construction of 2 metro stations “Saryarka” and “Dostyk”, which will double the passenger traffic and the availability of 12 adjacent residential districts to the metro. 6 billions tenge will be sent to buy out land for the construction of Seyfullin-Zhansugurov, Ryskulov-Yemtsov avenue and punching, because the delay of this issue, in the presence of judicial decisions of 2017-2018, causes particular social tensions among property owners.

Another equally important issue in the implementation of the instructions of Elbasy is the development of the outskirts of the city, the annexed territories. An additional 5.1 billions tenge will be directed to the completion of road construction in 10 micro-districts of the Alatau district. In Sayaly, Algabas-AZTM, Akbulak, Kok-Kaynar, Ulzhan-2, Karasu microdistricts, construction work is already being done.

“In accordance with the instructions of the Head of State, 8.6 billions tenge of the local budget have been optimized and aimed at solving the most pressing issues. According to the city program "Bakytty otbasy" to support low-income large families, we additionally allocate 2 billions tenge. Also this year, at the expense of the republican budget, rental housing for low-income families will be acquired - 99 two-bedroom apartments and young people - 320 one-bedroom apartments, ”said Bauyrzhan Baybek.

At the same time, affordable housing is being built in the city by the “Nurly Zher” both at the expense of the budget and private owners, but there are no more free land plots in the state fund. In this regard, it is necessary to buy out land in the municipality Zhas-Kanat a total area of 22 hectares for the construction of 5 thousand apartments.

“At the expense of the local budget, engineering networks are brought to these houses by 1.5 billion tenge, cheapening the cost of housing. This will allow attracting about 38 billions tenge of private investment for the construction of affordable housing, respectively, 25 tenge of private investment per 1 tenge of state investment, ”said Bauyrzhan Baybek.

In addition, special attention will be paid to the development of educational facilities. Financing of this sector in Almaty for 5 years has increased by 2 times, accounting for 20% of the city budget or 100 billions tenge. For 3 years 12 schools opened. This year the construction of a school for 900 places is being completed.

However, today the majority of schools remain overcrowded. The main burden falls on schools located on the outskirts of the city. In this regard, funds will be allocated for the construction of extensions to schools No. 164 and 61, located in the Alatau and Nauryzbay districts, which will increase their capacity twice. Maintenance of 17 state kindergartens will be carried out.

The city is also actively working on the construction and reconstruction of the irrigation ditch network. Taking into account the instructions of the Head of State to address the issues of flooding, along with the construction of 49.5 km, current repairs of the existing canals will be carried out in all eight districts at the same time.

“In just three years, 465 km of roads were repaired. For the appeals of residents, we additionally allocate funds for the average repair of the five busiest streets, 7 km long. Kuldzhinsky tract from pr. Ryskulov to st. Bukhtarma, st. Sholokhov from st. Yerzhanov to the street. Suyunbay and others. We finance the above directions through optimization. Thus, due to administrative fines of 2.4 billions tenge, it became possible to finance the previously announced increase in one-time assistance to veterans from 250 to 500 thousand tenge, increase targeted social assistance payments, and provide over 1 thousand patients with rare and severe diseases, ”said Bauyrzhan Baybek.

The governor of the megapolis noted that the solution of environmental problems is particularly relevant. This summer, as a pilot, all the green spaces of the Zhetysu district will be treated only with biologics, since chemical methods of sanitizing rodents and pests have a negative impact on public health.

In addition, in accordance with international practice for every 2 square meters. 350 sensors for measuring the level of air pollution will be installed in 2 km territory. This will allow to obtain reliable information about the ecology of Almaty, to identify the sources of the highest air pollution and to take appropriate measures.

As part of ensuring the safety of citizens, it is planned to direct 368 millions tenge to implement the concept of zero mortality on the roads of Vision Zero. The main goal is to reduce the proportion of deaths in road accidents by 2021 by 25%.

“Thanks to better administration and development of the city, over the past five years, local budget revenues have increased 1.6 times, while expenses have increased 1.3 times over the same period. Budget expenditures fully comply with the directions of the “Almaty - 2020” Program and the principles of a “performance oriented budget”. The coverage of beneficiaries has been increased accordingly, the targeting and openness of the budget have been strengthened, and public-private partnership has been expanded, ”said Bauyrzhan Baybek.

If 2014-2015, large projects, including construction of junctions, accounted for about 35% of the entire development budget of the city, today the budget is aimed at implementing smaller projects with a large multiplier effect and covering the entire city, including its outskirts.

So, the share of expenses for improvement over 5 years increased 4 times and reached 40%. More than a third of yards modernized in all areas of the city. This year it is planned to repair another 638 courtyards. Coverage will be half the courtyards in the city, i.e. almost every second yard and third resident of the city. The construction of 124 km of new roads was started in 14 microdistricts of the annexed territories, which is 2.6 times more than all the previous three years. In 2018 alone, more than 42 km of the new arych network were built, another 49.5 km will be built this year.

At the same time, the city budget retains its social orientation - about half of the funds are directed towards the realization of social programs, and targeted assistance to needy segments of the population has been strengthened. In general, today the budget is developed taking into account the opinions of citizens. The system established feedback channels. As part of the budget openness, it is planned to launch a pilot project “Participation Budget”, where the residents of each district themselves will annually distribute up to half a billion tenge.
