10 people have been rescued in Almaty since the beginning of the swimming season
In Almaty, during the 2021 swimming season, rescuers pulled 10 people out of the water, including four children. According to the Head of the Civil Defense Department of the Department of Emergency Situations of Almaty, Lieutenant Colonel Iskhar Savazov, most often the main reason for such cases was the neglect of safety rules.

During a briefing by the Regional Communications Service, a representative of the Emergencies Ministry of Almaty said that over the past three years, 64 people have been rescued in the water in the city, of which 30 are children.
Iskhar Savazov noted, that due to the decrease in the temperature background in the city of Almaty, swimming in water bodies has become more dangerous.
“There are risks of seizures, hypothermia of the human body can lead to accidents on the water,” says the head of the Civil Defense Department of the Emergencies Ministry.
The lieutenant colonel cited a recent incident that occurred on the 23rd of August at Lake Sairan. On this day, employees of the Rescue Service of the city of Almaty rescued a 14-year-old teenager who began to have convulsions while swimming and began to drown.
Fortunately, this incident took place in the only swimming place allowed in Almaty. In case of emergency, rescuers can quickly come to the rescue here.
All other water bodies are not suitable for swimming and are classified as “wild beaches”. At the beginning of the season, rescuers installed 66 prohibition signs in such places.
According to I. Savazov, the rescuers together with the local police service, military personnel of the military unit 5571 of the National Guard of the Republic of Kazakhstan, the Red Crescent Society, the Lider.kz volunteer organization conduct joint raids on the water bodies every day.

With children who come to the beach without legal representatives, they conduct preventive conversations, explain the dangers of swimming unaccompanied by adults. According to the lieutenant colonel, it is often necessary to talk with parents so that they do not disregard their children, do not allow games near the water without supervision, do not drink alcohol.

Rescuers work in an enhanced mode on weekends and holidays. This season, more than 800 joint raids were carried out, during which more than 7,800 leaflets on the topic “Safety on the water” were distributed.

Thanks to such patrols, 34 offenders were identified who drank alcohol in a public place. All persons were brought to administrative responsibility under Article 440 of the Code of Administrative Offenses of the Republic of Kazakhstan. The total amount of fines made up 495,890 tenge.

“For bathing in unallocated places, 7 people were involved under Article 364“ Violation of the rules of general water use ”. A warning was given to the violators, ”said I. Savazov.

It should be noted, that the so-called "wild beaches" are the biggest problem for the city's rescuers. Every now and then, swimmers are identified on them.
The lieutenant colonel of the Emergencies Ministry urged residents and guests of Almaty to swim only in a permitted place, not to swim far from the shore behind buoys and fence signs.
“If you even decide to swim in a permitted place, not knowing how to swim, do not go into the water above your waist. Do not leave children unattended, while bathing, look after each other. Do not jump into the water from boats, bridges and piers, do not swim for too long, hypothermia and fatigue are possible. It is also dangerous to swim at night and while intoxicated, ”the representative, I. Savazov, listed the main requirements.
Let us add that this year, the Almaty rescuers trained the pupils of the Zhanuya Specialized Complex in the swimming pool of the Dolphin sports complex.
In addition, on the basis of the Republican boarding school for children gifted in sports named after K. Akhmetov, conducted training in swimming for pupils of the public fund "Center for the Support of Deaf Disabled People" Umit ".

Also, with the support of the akimat of the city of Almaty within the framework of the Sporttyk Almaty program, the Sports Department of the city together, with the Department of Emergency Situations on the basis of the pools of the sports complex "Medina", Aqua stars, from the beginning of the swimming season, children are taught swimming. In total, it is planned to train 2,100 people during the bathing season.
