Acceptance of applications for the "Participation Budget" starts on 23 August in Almaty
In Almaty, from August 23, 2021, the acceptance of proposals for the "Participation Budget" project will begin. Almaty residents can submit proposals until October 1 through the budget.open-almaty.kz portal.
Algorithm for implementing the Participation Budget
The project involves the allocation of 800 million tenge from the city budget to each of the 8 districts of Almaty (the total project amount is 6.4 billion tenge).
Almaty residents themselves will determine which initiatives to direct the city budget to through open voting. Members of the Public Council of Almaty, experts, maslikhat deputies, representatives of NGOs will also give their assessment to the applications of the authors of the ideas.
Project proposals will be accepted through the budget.open-almaty.kz portal. To do this, you must fill out an application (indicate the name of the project proposal, its description, the address of the object), be sure to attach a sketch and estimate of the project proposal (it may be indicative). Also, if you wish, you can attach photos of the current state and presentation. The maximum cost of one project should not exceed 58.3 million tenge.
Project proposals must meet the following criteria:
• one author - one application - one object;
• common use object;
• the object should be located on the territory of the district where it is planned to be implemented, on a public land plot;
• be within the competence of the akimat, etc.
Project proposals which will not be accepted, include those that are:
• designed only for the development of design and estimate documentation, without construction and installation work;
• fragmentary (requiring additional elements in the future);
• do not comply with the development program of Almaty and the legislation of the Republic of Kazakhstan;
• of a commercial nature, etc.
The expert commissions of the district akimats will select projects which comply with the requirements of the Regulation on the organization and implementation of the “Budget of People's Participation”, the legislation of the Republic of Kazakhstan, and the development program of Almaty.
The personal composition of the expert commission of the district akimat is formed and approved by the district akim.
The expert commission includes:
• at least two deputies of the maslikhat;
• district architect;
• a construction specialist;
• a specialist with experience in drawing up cost estimates for construction projects;
• at least four representatives of the Public Council of the city of Almaty;
• at least four representatives of public organizations.
