B. Sagintayev: New building rules will ensure the preservation of the historical center of Almaty

Akim of Almaty Bakhytzhan Sagintayev, at a press conference at the Central Communications Service under the President of the Republic of Kazakhstan, spoke about the new requirements for the formation of the architectural appearance and urban planning of the city territory.

The main idea of the new building rules is the preservation and restoration of the historical appearance of Almaty, the establishment of basic requirements for urban planning. For example, the population density should not exceed 300 people per hectare in the historical center and 440 in other areas. The average supply of living space should be at least 18-25 sq. m per person.

To prevent the building up of courtyard spaces, a rate of 10 square meters has been introduced of the yard area per person, of which a quarter of the territory should be landscaped.

In order to ensure walking distance of social facilities, the developer will have to provide places for kindergartens at the rate of at least 100 places per 1,000 people at the construction stage, schools at the rate of at least 180 places per 1,000 people, polyclinics, and police stations.

The following mandatory requirements are introduced in the historical center: restoration and preservation of buildings of historical development; restriction of the number of floors with an orientation to nearby buildings; a ban on the demolition of historical buildings, as well as the construction of extensions to them for business facilities; prohibition of violation of facades and their integrity.
