Deputy Akim of Almaty Yerzhan Babakumarov, together with Bolat Tokezhanov, Chairman of the Board of the NJSC "Social Health Insurance Fund", held a meeting of the city headquarters on compulsory social health insurance in an online format. The meeting was attended by the heads of medical organizations, rectors of universities.
The largest number of business entities in the country are registered and operate in Almaty - over 116 thousand. To date, 88.8% of SMEs have updated the data of their employees in the compulsory health insurance system. The work on updating business entities in the database will continue until the end of the third quarter of 2021.
Particular attention is paid to the issue of coverage of compulsory health insurance for students of universities and colleges, which are included in 15 preferential categories and the state pays contributions for them. According to the director of the Almaty branch of the Social Health Inusrance Fund, Tleukhan Abildaev, persons studying full-time in organizations of secondary, technical and professional, post-secondary, higher education, as well as postgraduate education can apply for the preferential category.
“It is important to understand that the fund does not form lists of preferential categories. Lists of representatives of 15 preferential categories are transferred to the fund by authorized bodies through information systems. Then, they automatically become insured for the period of granting the benefit, ”said the director.
In order to avoid problems with obtaining medical care in the future, students are advised to check their status in the Social Health Insurance Fund system through the Qoldau 24/7 application, the Saqtandyry telegram bot and the fms.kz website. In the absence of an insurance status, students should contact their educational institution to enter data into the information system of the NEDB (National Educational Database). After that, they will be insured for the entire period of full-time study. If students, being uninsured, urgently need medical services, then they need to send an application through the Qoldau app 24/7, attaching a certificate from the place of study. In such cases, the Fund can assign a temporary insurance status for a month.
Heads of city departments of public health, education, social development, entrepreneurship and investments, regional akimats also participated in the meeting. The meeting participants voiced proposals for the integration at the national level of these students and their status in the Social Health Insurance Fund database.
Summing up the results of the meeting, the chairman of the regional headquarters for compulsory health insurance, deputy akim of Almaty, Yerzhan Babakumarov, noted that against the backdrop of the ongoing pandemic, and the circulation of new mutated strains in the world, the issue of covering the population with compulsory health insurance remains strategically important in the health care system. In this regard, akimats of the districts were given a number of specific instructions to take additional measures. The public health department needs to strengthen awareness-raising work with the population, especially in PHC (primary healthcare) points, to assign citizens to polyclinics. Also, heads of universities and colleges are advised to check the data on their students in the National Education Base.
As the chairman of the Medical Insurance Fund Bolat Tokezhanov notes, great work is being done within the framework of regional headquarters throughout the country.
“Work continues to cover the population with the compulsory health insurance system. As of April 1, 2021, 84.4% of the country's population is insured. But 2.9 million remain outside the compulsory health insurance system. It is important to provide access to medical services for all of them, ”stressed Bolat Tokezhanov.
