Akim of the megapolis, Bakhytzhan Sagintayev, during a live broadcast on the television channel "Almaty" spoke about the transition from traditional to intelligent security systems.
As B. Sagintayev noted, the safety of Almaty residents is one of the priorities of the work. Business development and attractiveness for investors and tourists depend on this. Today, work is underway to integrate databases and expand the digitalization of emergency warning and response systems.
On the basis of the Almaty Rescue Service, the Unified Duty Dispatch Service "112" will be deployed, according to the principle of the American "911" for centralized processing of all calls to the police, ambulance and fire service.
Now, in a critical situation, the townspeople call various services. Often there is a need to call the police and an ambulance, and you have to call each service separately and explain the whole situation.
By dialing the emergency number "112", a person gets to the control panel of the paramedic dispatcher, who does not redirect the signal to other special services, but assesses the critical situation himself. This will allow you to work out the appeal as quickly as possible and send the necessary services to provide assistance.
At the same time, the system of circulation and processing of signals to the emergency services of municipal services of the city will be modernized. Until the end of 2022, it is planned to implement the project of the Single Contact Center "109" with the unification of all utilities. The project will allow you to quickly track and provide high-quality information to citizens and effectively eliminate emergencies.
Within the framework of the organization of the Single Contact Center-109 Service, call centers will be united to receive requests from at least 13 utilities, such as Almaty Heating Networks, Almatyenergosbyt, KazTransGas-Aimak, Almaty Su, Almaty Kalazharyk and others.
In the future, it is expected to unite the public reception office of the Open Almaty akimat with Single Contact Center-109, as well as build a single platform with the ongoing project Unified Duty Dispatch Service-112.
Another project to ensure the safety of city residents will be the Unified Video Monitoring System. It will integrate a number of video monitoring systems. For example, a video stream with 2 thousand cameras of the Sergek system can be used to track city traffic in real time. This information will later become a source of data for road navigation systems such as Yandex Navigator, 2GIS and for the system of "smart" traffic lights.
For security control, it is planned to integrate cameras from various objects into a single system. According to the incoming data, video analytics will be formed based on the recognition of smoke, fire, abandoned objects, emergency events of a natural and man-made nature, recognition of clothes, gender and persons on the wanted list.
Thanks to the integration of databases of violations, crimes, road accidents and the activity of movement of residents on the basis of big data and machine learning, analytics of events are formed for each district and section of the city.
All these solutions are created in order to maximize the safety of citizens using digital solutions in the framework of the implementation of the strategy "Almaty-2050" Smart City.
B. Sagintayev stressed that the work to improve the quality of life of Almaty residents, where safety is one of the main priorities, will be continued. The safety of the city can be ensured through preventive measures, through the use of digital solutions, as well as through active interaction with the public.
At the same time, it is important to carry out work aimed at crime prevention: measures to prevent crime taken by society reduce the possibilities for committing a crime.
