The Akimat of Almaty launches a unified communication system with the population and business
On April 15, an online meeting of the Committee for the Development of Small and Medium Business of the Business Council of the city was held with the participation of Almaty Akim Bakhytzhan Sagintayev.
The project is still valid only for entrepreneurs of Almaty and includes 14 support programs. The entire procedure for submitting applications will take less than 3 minutes. The service for the selection of state support measures will be launched in pilot mode in Almaty on the msb.kz website. In the pilot mode, the first 1000 entrepreneurs will be able to apply for government support measures.
During the meeting B. Sagintayev approved the approaches to the implementation of the "Unified Management System" project presented by the Chairman of the Committee Raimbek Batalov. This is a fully automated information and communication system designed to streamline the interaction of the population and business with executive authorities. The new system will combine disparate instruments of interaction between the city authorities, the population and entrepreneurs.
What does the Unified Management System consist of?
- Interactive communication. Appeals from citizens and businesses are collected through different channels (social networks, websites, phone, letters, personal appeals) into a single database, distributed among performers, and after resolving issues, the result of the appeal is recorded in the form of feedback.
This approach helps to eliminate duplication of performers and makes it impossible to ignore calls. An advanced information system will enable public control over the activities of executive power structures.
- Modernization. SME 2.0. Deep analysis of business needs and search for solutions to problems with the active participation of businesses.
An important part of the Unified Management System is an analysis of the current state of SMEs, identifying the needs of entrepreneurs, identifying growth points and making recommendations to the akimat to support priority sectors. The systematic approach implies the creation of an interactive map of the city's entrepreneurship, the identification of "drivers" of the industries, in-depth analytics and the presentation of KPIs for business support to regional akimats.
The project will also launch a project to train entrepreneurs in the skills of using modern digital automation and management tools.
What will the citizens get from the implementation of the Unified Management System:
- Transparent processes for servicing residents and businesses.
- Collecting data in a single system will make it possible to analyze the real needs of residents and businesses, assess the efficiency of city services.
- Improving the efficiency and accelerating the internal processes of the akimat through the optimization and implementation of a unified system.
- Planning of processes and allocation of resources taking into account the current obligations of contractors, resources of organizations, etc.
- Increasing the level of satisfaction of residents and businesses.
- Increase of business stability, legalization of turnover and loyalty of employees.
The launch of the Unified Control System is scheduled for May 2021.
In addition, during the meeting of the Business Council Committee, a pilot project on measures of state support for business was considered. This is an information project, within the framework of which data on state support measures are collected in one window, which will increase accessibility for city entrepreneurs.
The service works as follows.
1. An entrepreneur enters on the msb.kz website the BIN of his company or IIN, if he has an individual entrepreneur.
2. The service verifies the data and displays those support programs in which this entrepreneur can participate.
3. An entrepreneur chooses a suitable program and sends an application for consultation on participation in it directly to msb.kz.
4. The administrator or lender of the selected program contacts the entrepreneur and helps him with the registration.
