A joint meeting of the permanent commissions of the maslikhat of the Almaty city of the VI convocation was opened by the secretary of the maslikhat Kaldybay Kazanbaev.
During the meeting, the city’s governor shared his vision of the priority problems and development priorities of Almaty.
For all economic indicators, the positive dynamics of development is maintained. Thus, the short-term economic indicator of the six basic industries (industry, agriculture, construction, trade, transport, communications) for 6 months amounted to 104%. The volume of investments increased by 8%, industrial production - by 5.2%, construction - by 3.9%, housing construction - by 2%. More than 1 trillion tenge of taxes was collected with an increase of 10%. Production by SMEs increased by 9.8%. In general, according to the results of the first half of the year, the growth of the gross regional product (GRP) of at least 3.5% is expected.
At the same time, B. Sagintayev noted that there are enough unresolved issues in the city.
“The problems are known. This is a shortage of jobs with decent pay. Rising prices for essential products, high prices for utilities, inaccessibility of housing, ecology, quality of medical services and public safety. Citizens expect from us fair decisions and effective actions. That is how we will work. Promptly and responsibly. In a dialogue with the public of the city, ” Almaty’s governor emphasized.
B. Sagintayev dwelled on the development prospects of the megalopolis, the ultimate goal of which is to increase the income level and quality of life of citizens.

The governor noted that Almaty should be developed according to the principle “City without suburbs”. “Eliminating the imbalance in the development of the center and suburbs is a matter of principle. People on the outskirts should receive the same services as the residents of the center, ”Almaty’s governor emphasized.
The figures speak for themselves: capital expenditures for landscaping over the past five years amounted to 65 billions tenge in the central areas of the city, while 15.5 billions tenge were allocated to the outskirts. As a result, residents of the suburbs complain about the lack of vital infrastructure in the areas - central water supply, gas, and street lighting. The quality of the roads remains low, the number of bus routes is not enough.
“The situation should be changed radically,” Almaty’s governor emphasized.
“Our goal in the next three years is to create conditions for breaking the situation and significantly improve the quality of life on the outskirts of the city. It is necessary to develop large-scale programs for the creation of jobs, the demolition of dilapidated housing, the construction of social facilities, the improvement and stimulation of small and medium-sized businesses, ”said B.Sagintayev.
By order of the Head of the city, the district governor until August 1 will develop detailed plans for promptly solving problems of local residents.
B.Sagintayev said that in order to solve the pressing problems of the metropolis, the effectiveness of the budget policy will be strengthened. Due to this, it is planned to fully provide the city with central water supply, gas, and lighting by the end of 2020. In the same time it is necessary to complete the improvement of the courtyards.
Also, there are tasks to update public transport, reduce the shortage of student places, increase the transparency and efficiency of KSK and management companies, openness of the executive committee and city administrations. In addition, in accordance with the recommendations of the UN, it is planned to introduce mechanisms for the budget of “popular participation”.
During the meeting, maslikhat deputies Vladislav Lee, Marat Abdullayev, Erbulat Kasymov, Lyazzat Kaltaeva, Kenzhekhan Matyzhanov, Sergey Kozlov and Murat Adilkhanov made suggestions and raised current development issues.
