Meeting of the city commission on social partnership and regulation of social and labor relations
A meeting of the tripartite commission on social partnership and regulation of social and labor relations was held under the chairmanship of the deputy akim of Almaty city Maksat Kikimov.
 
The agenda of the meeting included a number of important issues on the regulation of labor relations within the framework of social partnership, including trade union activities.
The main challenges of the social and labor sphere related to releases, wage arrears at bankrupt enterprises, and the prevention of industrial injuries at city enterprises were discussed.
In order to control the situation of the release of labor due to the reduction in the staffing of enterprises in the labor market, monitoring is carried out weekly under the supervision of the city akim.
Since the beginning of this year, a survey has been conducted in 447 enterprises of the city, including 84 large, 123 medium, 240 small businesses. The payroll number of employees in them amounted to 115.7 thousand people.
Released due to staff cuts - 177 people, in 21 enterprises.
In order to protect the labor rights of workers, since the beginning of 2021, labor inspectors have considered 653 appeals, 201 of them - on actions of small businesses, including collective appeals - 6.
57 inspections aimed at protecting labor rights were carried out, 39 violations were revealed, 27 orders were issued, 14 legal entities were brought to administrative responsibility, the amount of fines imposed amounted to 3.1 million tenge.
As a result of the measures taken, wage arrears were reduced by 143.4 million tenge, thereby protecting the labor rights of 486 employees.
 
Summing up the results, the members of the tripartite commission noted that efforts to improve the working conditions of employees of enterprises is carried out in a comprehensive manner, and public control to identify and prevent the resolution of labor disputes is the main function of trade unions.
At the enterprises and organizations of the city, 715 primary trade union organizations operate, united in 11 industry subsidiaries and 11 local trade unions, the work of which is coordinated and consolidated by the territorial union of trade unions. The socio-economic interests and labor rights of 200 thousand trade union members have been taken under the protection of the trade unions.
Following the meeting, the deputy akim was instructed to take tight control over the timely payment of wages, take prompt response measures to prevent conflicts and gave a number of specific instructions to prevent social and labor conflicts.
The issues of preventing job cuts, wage arrears, safety, and labor protection are constantly discussed at meetings of the tripartite commission on social partnership and regulation of social and labor relations.
