The realization of the State’s Head Address was discussed in Almaty.

In his speech the Almaty’s governor Bauyrzhan Baibek noted that it’s necessary to pay special attention for the effectiveness of budget fund’s formation and allocation.

In 2016, the city authorities saved 123 billions tenge, of which 60 billions due to the optimization of transport interchanges, construction sites and the Universiade, KZT 56.5 billion due to the opening and construction of social facilities within the framework of business and PPP social responsibility, 6 , 5 billion KZT due to savings on government purchases.

"Every budget tenge should bring a multiplier effect in the form of solving the pressing problems, creating effective jobs, and replenishing the budget. In despite of the global financial crisis, the growth of the economy of Almaty in 2016 amounted to more than 2.5%. For three months of this year, 442.6 billion taxes and fees have been collected, which is 15% more than in the previous year," - B. Baibek noted.

At the same time, according to him, the budget of the city is socially oriented. Almost half of Almaty's budget is currently allocated to the social sphere.

For example, spending on education in 2017 increased by 25% and amounted to 106.2 billion tenge. For the first time, significant funds were allocated with a growth of almost 2 times for seismic reinforcement at once 26 educational facilities and construction of 7 schools. Equipment will increase by 30% to 100% of lingophone and multimedia cabinets in schools.

In the sphere of public health services, the capacities of the oncological dispensary and the mental health center will be increased. Also, construction of a polyclinic for 500 visits in the Nauryzbay region and a morgue in the Alatau district, and seismic reinforcement of 9 facilities will begin. Almost 9 times increased investments in modern medical equipment, 8 reanimobiles and 32 ambulances were purchased.

At the same time, the governor of the city pays special attention to labor productivity and modernization. Within the framework of implementation of the Business Support Card for the last two years, 27 new manufactures in the manufacturing industry have been opened in Almaty with the creation of 2.5 thousand jobs. In the Industrial Zone, 38 projects are beginning to operate with 5,000 permanent jobs. About 192 billion tenge of investments were attracted for their realization.
